Action ltems A, Memo dated August 7, 20t9 from Luis Villalpando requesting to be re-instated to the Continuous Testing Eligibility List for Experienced/Lateral Police Officer per Civil Service Rule 10.09. Chief Examiner Winecka explained the circumstances surrounding his removal and his subsequent request to be reinstated on the Continuous Testing Eligibility List for Experienced/Lateral Police Officer and that the department supported the request. There being no questions, Commissioner Thomas made the following motion:"f make a motion to approve to approve the reinstatement of Luis Villalpando to the Continuous Testing Eligibility List for Experienced/Lateral Police Officer." Chair Piecewicz seconded the motion; motion passed 2-O. B. Memo dated August 28, 20L9 from Chief Padilla requesting an amendment to the request to test for the Records Supervisor position. Support Services Manager Christy Warren explained that there were four (4) in-house applicants, all with prior experience in the Records division and that the written exam was not a necessary element of the selection process. She indicated that, instead, the department requests that the list be based solely on the results from the oral board process. Included within the available hiring incent¡ves is a monetary incentive that may be paid to any lateral law enforcement officer who meets the following qualifications: (1) at the time of the City's job offer, the lateral recruit was employed as a law enforcement officer for another municipal agency; (2) the lateral recruit met the minimum requirements for admission to the Equivalency Academy as provided for by the Washington State Criminal Justice Training Commission; and (3) at the time of the City's job offer, the lateral recruit had completed any probationary period and Field Training Officer I Police Training Officer program required by the recruit's current municipal agency, Having met the required qualificatíons, the City has offered Maxwell J. Neumann ,a monetary hiring incentive in the am in two equal installments as follows ount of $10,000, less applicable taxes and deductions, which will be payable The first installment of $5,000 will be paid with the paycheck the recruit receives for the first pay period following the recruit's hiring.
