was seconded by Commissioner Zaratkiewicz; motion passed 3-O,

test for the position of Parking Enforcement and that the following process and
weights be applied:

on to the oral board interview process.
Chief Examiner Winecka explained that this is consistent with how we have
tested for this position in the past. Commissioner Zaratkiewicz made the
following motion: "I make a mot¡on that we accept the weights as listed
and authorize testing for the pos¡t¡on." Chair Piecewicz seconded the
motion; motion passed 3-O.

You have been scheduled fora new employee orientation on Wednesday, October 16, at 10:00 AM
with the Benefits staff in Human Resources. Please bring document(s) required by government
regulations for all new hires providing proof of your eligibility to work in the United States, which you
will need to complete your I-9 form. A list of acceptable documents can be found on your Onboardingportal. Also, please report to the Multimedia photo room on the first floor of the Centennial building at9:00 AM to have your City access card photo taken prior to your new employee orientation.
Your starting base salary will be at Pay Grade AF24, Step A, at g4,42O.O0 per month, you will be
placed on probationary status for t2 months and wifl be eligible for a step increase after 12 months of

Dear Commissioners:
This memo serves as a notification of the Police Department's intent to eliminate oral
board testing in favor of computer-based testing consistent with that which is currently
being administered to police and corrections officers.
Findings:
The department has tested for the position of Records Specialist six separate times since
2016. The position opened most recently in June of 2O19 and, after an exhaustive process
of the typical written exam, data entry assessment, and oral board interview processes
there were only five candidates that passed all the selection steps and were placed on the
eligibility list for the position. The entire process took just over two months to complete,
not inclusive of the background investigation portion of the process. That list, which was
established in late August, is already exhausted and the department must test for the
position again.
This constant testing for the position has prompted a closer look at how we are testing for
these positions. The determination was made that the written exam and data entry
assessments, as well as the oral board interview, did not show a strong correlation of
success in the position. The department has found more success in testing candidates on
a battery of assessments that include skill, customer service/personality, and cognitive
ability testing. The department would like to employ this same strategy in filling the
Records Specialist and other civilian positions. By streamlining the process, and using
assessments that are more closely connected to the attributes indicative of successful
incumbents in the position, the department hopes to have a larger list of eligible
candidates and that those who are hired into the position will be successful in the role.
Requested process:
1. Candidates for employment in any civilian position within the Police Department
initiate the hiring process by applying online.
2. Candidates will be screened by the Chief Examiner or their designee for minimum
qualifications.
3. Candidates who pass the initial screening will be invited to participate in computer-
based testing.
4. Passing candidates will be placed on the eligibility list and ranked based on their
test score.
5. Candidates will be subject to a background investigation, polygraph examination
and psychological evaluation as required by the position sought.
It should be noted that this requested change is not intended for promotional
examinations.

Requested Addition to Civil Service Rule section 9.01, Ordering Test
Dear Commissioners:
This memo serves as a request to add a new subsection to Civil Service Rule 9.01, "Ordering Tests."
Currently the department is experiencing delays in filling vacant positions. Many times, these delays
are a result of the Hiring Unit exhausting an eligibility list for a position, requiring the Department to
submit a new request to test memo to the Commission. Currently section 9.01 reads:
9.01 Ordering Tests. The Commission shall have the authority to order a test for the
establishment of eligibility lists for entry level, transitional entry, lateral entry, and
promotional positions as follows: (as amended on October 4, 2OO7).
a. The Commission shall order testing for entry level, transitional entry, lateral, and
promotional positions upon the request of the Chief. (as amended on October 4,
2OO7)
b. Nothing in this rule shall prevent the Commission from ordering a test at other times
if it is deemed to be in the best interest of the Service.
c. An assignment or reclassification is not considered a promotion and shall not be
subject to the requirements of Rule 9.

establishment of eligibility lists for entry level, transitional entry, lateral entry, and
promotional positions as follows: (as amended on October 4,2007).
a. The Commission shall order testing for entry level, transitional entry, lateral, and
promotional positions upon the request of the Chief. (as amended on October 4,
2OO7)
b. Nothing in this rule shall prevent the Commission from ordering a test at other times
if it is deemed to be in the best interest of the Service.
c. An assignment or reclassification is not considered a promotion and shall not be
subject to the requirements of Rule 9.
d. Once the Commission has ordered testing for a vacant position, if the initially tested
candidate pool does not produce sufficient qualified candidates to fill the vacant
positions, the Department may run subsequent testing until the open positions,
originally approved to be tested for are filled. If the Department does initiate a
subsequent testing process, the Department will notify the Commission at the next
scheduled Commission meeting,
The notification to the commission will include confirmation that the prior eligibility list had been
exhausted, confirmation that vacant positions in that classification did still exist, and confirmation
that the testing method followed that which had been originally approved by the Commission.
It should be noted that this requested Civil Service rule addition is not intended to change or
supersede any other portion of section 9. Additionally, in the event that the testing method
changes, a new memo requesting testing will be submitted to the Commission for consideration.

Rescheduling the November and December 2O19 Meetings
Dear Commissioners:
Over the past few years, you have agreed to move the Civil Service Commission
meetings ahead one week for both November and December in order to avoid the
meetings falling directly before the holidays.
If approved, the November meeting will take place on Wednesday, November 2O,
and the December meeting will take place on Wednesday, December 18. The
meeting will still begin at the regular time of 5:3O p.m. in Chambers West.
