II. PRESENTATIONS
West Hill Water Supply and Water System Plan Update
Dave Brock, Deputy Director Public Works Operations Manager, Sean Bauer,
Water System Manager, and Tim LaPorte, Public Works Director gave a
presentation on the Water System Plan.
Brock advised that the City is working with consultants to update the Water
System Plan and that the draft is out and open for the comment period that
ends in August 2019. The Plan will be brought before the Council later this
year.
Brock detailed the various pressure zones and water service areas
throughout the City.
Brock provided updates on the proposed and current lifecycle improvements
and capital projects
Brocks indicated that water system design requirements have changed and
that the department is:
Looking at future projections and uses
Reviewing changes to the fire code - fire flow demand requirements
Future water storage needs
Brock reviewed the proposed site for new water tank on the West Hill and
shared details on the status of permitting. A decision from the Hearing

Examiner is expected on July 5th.
Brock advised of the proposed improvements to the Meeker Street Bridge,
Reith Road Water Line Improvements, the Military Road Water Main
Improvement Project, the Guiberson Reservoir repairs, and the James Street
and 125,000 tank recoating projects.
Brock reviewed the benefits of the Habitat Conservation Measures at Clark
Springs and provided details regarding the status of the Landsburg Mine.
Brock provided an update on the Highway 516/Jenkins Creek Road Widening
Project, the water system seismic evaluation and the need to update water
lines using earthquake resistance ductile iron pipe.
Annual general water main replacement projects that staff performs comes
to approximately $2,000,000/year.
Brock informed the Council of the various pressure zones throughout the City
and the work to update the pressure release valves.
Information was presented regarding the Tacoma Regional Water Supply
system and the Tacoma filtration plant.
Sean Bauer advised that the Howard Hanson Dam downstream fish passage
facility needs to be completed by 2030.
Brock advised that the department anticipates spending $85 million on 2019-
2028 Planned Capital projects.
LaPorte advised that the current fee structure is working well and anticipates
there will be a need to come to the Council in the next 5 years and request a
rate increase.
