NEW CITY COUNCILMEMBER ORIENTATION 1 Call to Order Council President Boyce Council President Boyce called the meeting to order at 5:40 p.m. 2 Roll Call Clerk Council President Boyce and Councilmembers Fincher, Larimer, Michaud, Thomas and Troutner were in attendance. 3 Opening Remarks Council President Boyce Chief Administrative Officer, Derek Matheson gave a brief outline of the evenings orientation. 4 General Presentations 5 Chief Administrative Officer Derek Matheson Matheson provided a brief overview of the council orientation that will include the forms of government, City of Kent responsibilities, organizational chart, city council, council workshops, committee of the whole, Mayor, Chief Administrative Officer, the Executive Leadership Team, advisory boards and commissions, Puget Sound Regional Fire Authority and the municipal court. Matheson detailed the annual work cycle, Council-Mayor teamwork, Council- Chief Administrative Officer teamwork, Council-Director teamwork, requesting an agenda item, requesting staff support, council mail and media relations. He also discussed state and regional involvement with Associated Washington Cities (AWC), Sound Cities Association (SCA) and the various other regional committees. 6 City Attorney Pat Fitzpatrick City Council Workshop Workshop Special Meeting Minutes December 3, 2019 Kent, Washington Page 2 of 5 City Attorney, Pat Fitzpatrick provided the Council with information regarding Mayor-Council roles and responsibilities including legal authority, policymaking and the Mayor's administrative role. Fitzpatrick detailed information about council meetings bylaws, rules and procedures, Robert's Rules of Order, the hierarchy of motions, ordinances and resolutions, voting, the Mayor's role and quasi-judicial hearings. Also discussed were general prohibitions, contract interests, gifts or rewards and confidential information. Fitzpatrick spoke about the Open Public Meetings Act, campaign and ballot measures and the Public Records Act. He spoke at length about the Public Records Act in regards to technology issues and social media. He then discussed the relationship between the City Attorney and Council. 7 Emergency Management Jeff DiDonato Emergency Management Division Chief, Jeff DiDonato provided information regarding the Puget Sound Regional Fire Authority, the Office of Emergency Management Services, training requirements for newly elected officials and what the Council's role is in the event of an emergency. 8 Court Margaret Yetter, Judge Frans, Judge Gipe Court Administrator, Margaret Yetter presented information on the department structure and responsibilities, municipal court projects, state and regional involvement as well as contracts for service. She highlighted the work being done with the DUI Court, Kent Community Court, Kent Relicensing Program, King County Relicensing Program and the Implementation of Ocourt and Laserfiche. Yetter also discussed the huge volume they are seeing from the red light camera tickets. 9 Administration Derek Matheson Matheson reviewed the Administration Departments Structure and responsibilities, top current and future projects, state and regional involvement, supported advisory groups and contracts for services managed. 10 Law Pat Fitzpatrick Fitzpatrick provided information the Law Department structure and responsibilities. He discussed the difference between the two divisions civil and prosecution. He then discussed top projects and how Council's big projects are the Law Department's big projects too. Fitzpatrick talked about City Council Workshop Workshop Special Meeting Minutes December 3, 2019 Kent, Washington Page 3 of 5 state and regional involvement and their supported policy and advisory groups. 11 Finance Paula Painter Finance Director, Paula Painter presented her department vision and standards, structure and responsibility and shared their current and future projects. Painter spoke in depth about the functions of each division under the Finance Department. 12 Human Resources Teri Smith Human Resources Director, Teri Smith shared her department's mission statement. She discussed the departments five divisions: Administration, Benefits, Labor, Classification and Compensation, Recruitment and Risk Management. Smith reviewed the opportunities for the department in 2020 as well as the top current and future projects. Smith also reviewed the departments state and regional involvement as well as their supported advisory groups. 13 Information Technology Mike Carrington Information and Technology Director, Mike Carrington provided information on the department's structure and responsibilities discussing at length the five divisions within the department. These divisions would be IT Administration, Project Management Office, Technical Services, Technology Innovation and Business Systems Support and Multimedia. Carrington discussed the top current and future projects and state and regional involvement. 14 Police Chief Padilla Police Chief, Rafael Padilla provided information on the department's structure and responsibilities, top current and future projects, state and regional involvement, supported advisory groups and contracts for services managed. Chief Padilla also spoke about Council communicating the needs of the residents to the Police Department. He also touched on the issue of complaints, safety and notifications regarding critical incidents. 15 Economic and Community Development Kurt Hanson Economic and Community Development Director, Kurt Hanson discussed the structure and responsibilities of the department. He highlighted the City Council Workshop Workshop Special Meeting Minutes December 3, 2019 Kent, Washington Page 4 of 5 responsibilities to be permitting, land use policy, economic development, rental housing inspection, administration and accesso Showare Center. Hanson discussed top current and future projects, state and regional involvement, strategic planning, policies and projects, supported advisory groups and contracts for services managed. 16 Public Works Tim LaPorte Public Works Director, Tim LaPorte reviewed the departments structure and organization breaking out Public Works Engineering and Public Works Operations. Additionally, LaPorte discussed streets and vegetation, water department, sanitary sewers, storm maintenance, fleet maintenance, design engineering, environmental engineering, environmental conservation, environmental programs, transportation, land survey and GIS, construction, state and regional involvement and contracts for services managed. 17 Parks, Recreation and Community Services Julie Parascondola Parks Department Director, Julie Parascondola reviewed the department mission statement and discussed the organizational structure. Within the Parks Department there is Administration, Parks Planning and Development, Parks Operations, Facility Services, Recreation and Cultural Services, Riverbend Golf Complex, Human Services and Business/Financial Operations. Parascondola highlighted the services of the department and provided details on the 2019-2020 work plan. She indicated that the parks, recreation and community services department holds itself accountable for influencing and promoting positive community change in multiple areas: - Social Equality and Inclusion - Basic Needs and Self-Reliance - Placemaking and Brand Image - Health and Community Wellness - Economic Development - Youth Development - Healthy Aging - Land and Facilities Stewardship - Arts and Culture - Environmental Sustainability - Active Transportation Additionally, Parascondola discussed their state and regional involvement and contracts for services managed.
