1. Call to Order/Roll Call:
Commission Chair Minutoli called the meeting to order at 6:00 p.m.
2. Changes to Agenda:
None
3. Approve Minutes dated October 23, 2019:
Approved with friendly change.
4. Public Comment (if any):
None
5. Land Exchange For Van Doren Park:
Deputy Director Levenhagen presented a PowerPoint Presentation titled “Lower
Russell Levee Property Surplus and Covenant Removal” and provided a high-level
overview of the project. This project has been a joint effort over the last five
years with Kent Parks, King County, King County Flood Control District and, Kent
Public Works. Q&A occurred. No actions or decisions made.
6. Kent Civics 100:
Director Parascondola shared with the Commissioners the Mayor’s initiative to
help citizens learn more about government by providing a pilot program called
Kent Civics. Commissioners were encouraged to sign up to attend as space is
limited. Director Parascondola asked Commissioners for feedback as to what
would be interesting to them from a resident's lens for her to focus on presenting.
Q&A occurred. No actions or decisions made.
7. Panther Lake Park Legislative Funding Request:
Flyer titled “Future Panther Lake Community Park” was distributed to
Commissioners by Deputy Director Levenhagen. Kent Parks is requesting funding
from the legislature to help develop a new park within the Panther Lake area. Q&A
occurred. No actions or decisions made.

8. Recreation Program Plan – 90% Final:
Director Parascondola presented a PowerPoint Presentation titled “Comprehensive
Recreation Program Plan,” distributed a handout titled “Comprehensive Recreation
Program Plan. DRAFT Action Plan” and provided an in-depth understanding of the
process. Q&A occurred. No actions or decisions made.
9. Director/Commission Updates:
• Parks Commission Chair Minutoli, Vice-Chair Sieger, Parks Director
Parascondola, and Commissioner Michaud meet with Public Works Director Tim
Laporte regarding the West Hill water tower.
• Parks Commission Chair, Vice-Chair, and Parks Director met with a consultant
that works with non-profit boards and community boards in developing
Purpose and Mission. They talked through general strategies in bringing in a
consultant for the Parks Commission to help decide where the commission
wants to focus its priorities.
• Change in the Parks Commission meeting schedule to the fourth Wednesday
of the month will begin in January 2020.
