Commissioner Zaratkiewicz made a mot¡on to approve the minutes
from the December 18, 2019 Special Civil Service Commission
meeting. Motion was seconded by Chair Piecewicz; motion passed 2-O,

A. Letter from Chief Padilla congratulating Natalie Zieber on being hired as a
Probationary Lateral Corrections Officer effective January 2,2O2O.B. Letter dated December 18, 2019 from Chief Padilla to Code Enforcement Officer
Laine Farr notifying him that he successfully completed the probationary period
and is appointed to regular employment status effective November t6,2019.
C. Letters dated January 2, 2020 from Chief Padilla to Officers Gregory Jago and

There being no questions, Chair Piecewicz made a mot¡on to accept consent
items A-E. Commissioner Zaratkiewicz seconded the motion; motion passed
2-O.

There being no questions, Chair Piecewicz made a motion to approve items
A-E. Commissioner Zaratkiewicz seconded the mot¡on; motion passed 2-O.
7. Action ltems
A. Memo dated January !5,2020 from A/C Jarod Kasner requesting permission to
test for the rank of Sergeant and that the following process and weights be
applied:
Written Exam- 70olo passing score required, final weight of 20olo
Work Performance Rating (WPR)- 70olo passing score required, final weight of
40o/o
The top 12 from the written and WPR will continue on to the assessment
center
The assessment center will consist of four exercises and will have a
cumulative passing score of 7Ùo/o required and will have a final weight of
40o/o
Chief Examiner Winecka noted that the testing process was different from
what has been used in the past for testing at th¡s rank level with the
difference being the use of the WPR. There being no additional questions,
Chair Piecewicz made a motion to accept the promotional testing for
Sergeant and approve the weights as Iisted. Commissioner Zaratkiewicz
seconded the motion, motion passed 2-O.

B. Revision to rule 8.04 in regard to age requirements of entry level Corrections
Officers
Chief Examiner Winecka noted that the age needed to be amended in order to be in
compliance with the age required to be armed. The request was also made that
the rule amendment go into effect immediately.
Chair Piecewicz made a motion to amend rule 8.O4 as written.
commissioner Zaratkiewicz seconded the motion; mot¡on passed 2-o.

Chair Piecewicz made a motion to adjourn. Commissioner Zaratkiewicz seconded

GENERAL PURPOSE:
Under the direction of the Police Chief or assigned designee, coordinate the execution of
creative informational and engagement campaigns utilizing multi-platform communications
for the Police Department. The incumbent is a member of the Police Command Staff.
Work is performed under direction of the Chief or assigned designee. The incumbent will
routinely work collaboratively with Command Staff Personnel to meet communication and
engagement objectives department-wide. The achievement of this work will entail
occasional electronic or in-person response to active incidents after hours and on weekends.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
The incumbent will actively work to achieve the Police Departments mission and exemplify

The incumbent will work closely with Administration's Communication Manager to ensure
adherence to the citywide communication policy, strategy and coordination of messaging.
The primary responsibility is for collaborative development, design and production of
comprehensive and coordinated informational and engagement campaigns, reaching Kent's
diverse audience and implementing the department's informational strategies, which
support the goals of the department and improve opportunities for new and/or expanded
levels of awareness of projects, programs and departmental services.
In collaboration with Administration's Communications Manager and industry best practices,
create and implement an effective public information strategic plan for the Police
Department utilizing multi-platform communications plan including print, electronic, social
media, television, internet, advertising and in-person engagement.
Evaluate customer research, survey data, market conditions, and competitor data and
incorporate findings into the engagement strategy. Utilize market research and other
business and operational data to evaluate the effectiveness of current and completed
engagement campaigns,
Implement engagement strategies to solicit public feedback, including in-person and
electronic surveys, Document public feedback and report the findings to appropriate City
staff and managers.
Assist departmental staff in developing, planning, organizing and implementing strategic
concepts for advertising and marketing campaigns and promotions to increase public
interest and awareness of services and events.
Schedule and coordinate with City multi-media division and other external services, where
applicable, (e.9, designers, printers, photographers, advertising agencies, radio/video,
media buying, mail house) to ensure campaigns, promotions, and other projects are
completed on time and on budget; communicate with staff from various departments or
divisions to coordinate activities and resolve issues and concerns,

The Kent Police Department requests authorization to conduct a promotional test for
Police Commander through Public Safety Testing, scheduled for June 4, 2020.
Examination will consist of a WPR Peer Assessment and up to four (4) exercises to
test the applicant's competencies in the following dimensions: Oral Communication,
Interpersonal Insight, Judgement, Decisiveness, Delegation & Control,
The WPR Peer Assessment and the Assessment Center exercise will both be weighted
at 50%,
