process and weights be applied:

Work Performance Rating (WPR)- 70%o passing score required,

The top L2 from the written and WPR will continue on to the
assessment center
The assessment center will consist of four exercises and will have
a cumulative passing score of 7Oo/o required and will have a final

In an effort to ass¡st in the recruitment and hirlng of currently employed and experlenced correcgons officers(i'e' laterals), the Clty af Kent and its Pollce Department (the l'city;) haue create'à a hfring lncent¡ve lrogru*.Included within the avallable hiring incentlves Ís a monetary incentive that may be paid to añy lateral correct¡ansofficer who meets the- following qualificatíons: (1) at the Ume of the City's job offer, the lateral recruit wasemployed as a law enforcement officer for another municipal agency; (Z) ihe-tateral recruit met the minimumreguirements for admission to the Corrections Officer Equívalency Academy as provided for by the Washingtonstate criminal Justlce Training commission; and (3) at the time of the ciiy's.¡äb offer, the låterai recruit hadcompleled any probationary period and Field Training officer / police Training bffi..r. program required by therecruit's current municipal agency.
Having met the requrired qualifications, the city has offered , -nlonetâry hiring lncentive in the amount of g5,000, less applicable ta
ir'ì two equal instalfments as follows:

The first installment of $2,500 will be paid with the paycheck the recruit receives
f9rlne first pay períod following the recruit's htring. ihe f¡rst insta¡ment is paid tothe lateral recruit on the condition of repayment to the City in the event the lateralrecru¡t voluntarily separates employment with the city åuring any probationaryperiod, If the lateral recruit ís terminated, repayment wilt not be requíred.
The second installment of $2,500 will be included with the paycheck the recruitreceives for the pay period following the recruit's successfui completion of anyapplicable probationary period. This second installment wi¡ not be issued to anylateral recruit who does not successful{y complete the probationary period. Onceearned, the second installment is payable to the lateral recruit with no repayment

Request for promotional test, Rule 9.01 (a) - Sergeant
I am requesting authorization to conduct a promotional test for Police Sergeant
through Public Safety Testing, tentatively scheduled for February L3,2020.
Examination will consist of multiple components. The first will be a written
examination which will account for 2Oo/o of the overall testing score, A minimum
score of 70o/o is required to pass. The second will be a WPR which will account for
40o/o of the overall testing score. A minimum score of 70o/o is required to pass the
second component.
The top twelve (L2), including ties, from the combined passing scores of the written
exam and WPR will move on to the final component.
The final component will include an assessment center of four exercises. Candidates
will be evaluated in the following dimensions that will be equally weighted: oral
com m u nications, interpersonal insig ht, problem a na lysis, jud g ment, decisiveness,
planning & organization, and delegation & control. The combined scores from the
four assessment center exercises require a minimum score of 70o/o for the final
component. This final component will accountfor 40o/o of the overall testing score.

Notification of Change to Rule 8.O4
Dear Commissioners:
This memo serves as a notification of the Police Department's request to amend
the age eligibility requirement for Entry Level Corrections Officer applicants, Our
current age requirement at time of application is 18 years of age. As a result of
the new contract that was negotiated with the AFSCME union, Corrections
Officers going forward will be armed. Consequently, the age at time of application
needs to increase. The proposed new language is as follows:
Rule 8.04
d.Police Corrections Officer
Must be a U.S. Citizen or a permanent resid
language.
Must be at least {&20 years of age by-¿¡the time of e{esingdateef+he-applicationproeess.
Must have a high school diploma, GED, or the equivalent.
Must have a valid Washington State driver's license, or the ability to obtain one, within 30
days of hire.
Per Rule 5.O1, I request that this be declared an emergent situation and that the
amended rule be adopted at the January 22t 2O2O meeting as our recruiting
efforts are continuous and ongoing.
