HomeMy WebLinkAboutCity Council Committees - Civil Service Commission - 07/22/20151 CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES The City of Kent Civil Service Commission met for the regularly scheduled meeting on Wednesday, July 22, 2015, at 5:30 p.m. in Chambers West for the regular meeting. Please note that this meeting contained items that were to be discussed at the June 24 meeting (that meeting was cancelled due to lack of quorum). Items that are shown in bold are the items new to the agenda for July. The following information will be discussed: Members Present: Callius Zaratkiewicz Pauline Thomas Jeff Piecewicz- arranged absence Others Present: Cmdr. McCuistion, others present. Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-17 under New Business. He then called the meeting to order at 5:36 p.m. after giving the audience time to review said items. I. COMMISSION BUSINESS: II. HEARING: III. OLD BUSINESS: A. Accept Into Record 1. Approval of the Minutes from the May 27, 2015 Civil Service Commission meeting. Commissioner Thomas made a motion to accept into record the minutes from the May 27, 2015 Civil Service Commission meeting. Motion was moved and seconded; motion passed. IV. NEW BUSINESS: A. Accept into Record 1. Letter dated April 16, 2015 from Chief Thomas to Jeffrey Reeves congratulating him on being hired as a Probationary Lateral Police Officer effective July 1, 2015. 2. Letter dated May 15, 2015 from Chief Thomas to Geoffrey Lai congratulating him on being hired as a Probationary Lateral Police Officer effective June 1, 2015. 3. Memo dated May 18, 2015 from Chief Thomas notifying the Commission that Sgt. Griesbach will be assigned as Acting Corrections Commander from May 18-21, 2015. 4. Memo dated May 26, 2015 from Chief Thomas notifying the Commission that Sgt. Tim Barbour will be assigned as Acting Commander May 26- June 26, 2015. Prusa will be assigned as Acting Sergeant from May 26- June 26, 2015. 6. Memo and corresponding letter dated June 2, 2015 from Chief Thomas notifying Ofr. Eric Wesson that he successfully completed the probationary period and is appointed to regular employment status effective June 2, 2015. 7. Memo dated June 2, 2015 from Chief Thomas notifying the Commission that Shelley Warren will be assigned as Acting Records Supervisor from June 2- July 4, 2015. 8. Memo dated June 3, 2015 from Chief Thomas notifying the Commission that Ashley Orlowski will be assigned as Acting Records Supervisor from July 5- August 1, 2015. 9. Memo dated June 3, 2015 from Chief Thomas notifying the Commission that Christy Roeber will be assigned as Acting Records Supervisor from August 2- September 5, 2015. 10. Memo dated June 3, 2015 from Chief Thomas notifying the Commission that Ofr. Travis Wilson will be assigned to Detectives from August 2, 2015 to February 6, 2016. 11. Memo dated June 6, 2015 from Chief Thomas notifying the Commission that Sgt. Tim Ford will be assigned as Acting Commander from June 17-29, 2015. 12. Letters dated June 8, 2015 from Chief Examiner Winecka to Entry Level Corrections Officer candidates Justin Beltran, Dominique Ingram, and Ryan Wongwai notifying them that their names have been removed from the Continuous Testing Eligibility List effective June 8, 2015. 13. Letter dated June 16, 2015 from Chief Thomas to John Pagel notifying him that he successfully completed the probationary period and is appointed to regular employment status as a Community Education Coordinator effective June 16, 2015. 14. Letters dated June 16, 2015 from Chief Examiner Winecka to Jordan Wicks, Kiel Lynch, Matthew Meckley, and Alex Perkins notifying them that their names have been removed from the Continuous Testing Eligibility List for Entry Level Police Officer effective June 16, 2015. 15. Memo dated June 18, 2015 from A/C Straus notifying the Commission that Ofr. Eric Steffes will be assigned as a Detective in SIU beginning July 7, 2015. 16. Memo dated June 18, 2015 from A/C Straus notifying the Commission that Ofr. Rigoberto Gonzalez will be assigned as a Detective in SIU effective July 1, 2015. 17. Memo dated June 22, 2015 from A/C Straus notifying the Commission that Ofr. Jennifer Prusa will be assigned as Provisional Sergeant effective June 27, 2015 for a period not to exceed four (4) months. 18. Verbal warning issued to Ofr. Partido dated June 23, 2015. 19. Memo dated June 25, 2015 from Cmdr. Todd Durham noting that Sgt. Jonathan Thompson will be assigned as Acting Commander from July 11-31, 2015. 20. Memo dated July 1, 2015 from Ofr. Bava tendering his resignation effective August 6, 2015. 21. Memo dated July 2, 2015 from Chief Thomas notifying the Commission that Ofr. Eric Weishaar was discharged effective July 2, 1015. 22. Memo dated July 6, 2015 from Chief Thomas notifying the Commission that Det. Derrick Focht will be assigned as Acting Sergeant from July 6-10, 2015. 24. Memo dated July 8, 2015 from Chief Thomas accepting the resignation of Corrections Sergeant Manuel Martinez effective August 17, 2015. 25. Memo dated July 8, 2015 from Chief Thomas notifying the Commission that Cmdr. Eric Hemmen will be assigned as Acting Assistant Chief from July 13-17, 2015. 26. Memo dated July 8, 2015 from Chief Thomas notifying the Commission that Cmdr. Tracey Church will be assigned as Acting Assistant Chief from July 20-24, 2015. 27. Memo dated July 9, 2015 from Chief Thomas notifying the Commission that Assistant Chief Derek Kammerzell will be assigned as Acting Chief from July 13-17, 2015. 28. Memo dated July 9, 2015 from Chief Thomas notifying the Commission that Assistant Chief Rafael Padilla will be assigned as Acting Chief July 20-24, 2015. 29. Letters dated July 10, 2015 from Chief Examiner Winecka to Entry Level Police Officer candidates Krista Burleson, Dillan Claire, Sarah Hall, Adam Miller, Dain Munnich, Byron Rowland, and Ian Watkins notifying them that they have been removed from the Continuous Testing Eligibility List effective July 10, 2015. 30. Letters dated July 10, 2015 from Chief Examiner Winecka to Police Records Supervisor candidates Sandra Hutchison and Jean Price notifying them that their names have been removed from the eligibility list effective July 10, 2015. 31. Letters dated July 10, 2015 from Chief Examiner Winecka to Police Administrative Services Supervisor candidates Marla Oughton, Jennifer Muse, Rebecca Hall, Jessica Coen, and Mike Stensen notifying them that their names have been removed from the eligibility list effective July 10, 2015. 32. Memo dated July 12, 2015 from A/C Kammerzell notifying the Commission that Sgt. Gagner will be assigned as Acting Commander from July 13-17, 2015. 33. Memo and corresponding letter dated July 16, 2015 from Chief Thomas to Ofr. Eli Morris notifying him that he successfully passed the probationary period and is promoted to regular employment status as a Police Officer effective July 16, 2015. There being no questions on items one through thirty-three, Chair Zaratkiewicz made a motion to accept into record said items. Motion was moved and seconded; motion passed. B. Approve into Record: 1. Continuous Testing Eligibility list for the position of Entry Level Police Officer that was established on May 21, 2015. 2. Continuous Testing Eligibility list for the position of Entry Level Police Officer that was established on June 16, 2015. 4. Continuous Testing Eligibility list for the position of Lateral/Experienced Corrections Officer that was established on June 24, 2015. 5. Continuous Testing Eligibility list for the position of Entry Level Police Officer that was established on July 10, 2015. There being no questions on items one through five, Chair Zaratkiewicz made a motion to approve into record the items as listed. Motion was moved and seconded; motion passed. C. Action Items for Discussion: 1. Memo dated July 15, 2015 from Chief Thomas requesting permission to test for the rank of Corrections Sergeant and that the process consist of four exercises that evaluate candidates in the following areas: oral communication, interpersonal insight, problem analysis, judgment, decisiveness, planning & organization, and delegation & control. Commissioner Thomas made the following motion: “I make a motion to approve the request to test for Corrections Sergeant with the evaluation and weights as stated.” Motion was moved and seconded; motion passed. There being no further business, Commissioner Thomas made a motion to adjourn. Motion was moved and seconded and the meeting adjourned at 5:36 PM. The next meeting of the Civil Service Commission will take place on Wednesday, August 26, 2015 at 5:30 p.m. in Council Chambers.
