HomeMy WebLinkAboutCity Council Committees - Civil Service Commission - 12/17/20141 CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES The City of Kent Civil Service Commission met on Wednesday, December 17, 2014, at 5:30 p.m. in Chambers West for the regular meeting. The following information was discussed: Members Present: Callius Zaratkiewicz Pauline Thomas Jeff Piecewicz Others Present: Wayne Graff, others present. Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-22 under New Business. He then called the meeting to order at 5:30 p.m. after giving the audience time to review said items. I. COMMISSION BUSINESS: A. Informational Item 1. E-mail from Risk Manager Chris Hills with a link to a video regarding Open Public Meetings Act Training for Boards and Commissions. All the Commissioners, as well as all others present, viewed the video outlining the processes to follow in regard to the Open Public Meetings Act. B. Accept Into Record 1. Subscriber Agreement between the City of Kent and Public Safety Testing, Inc. extending our contract with Public Safety Testing through December 31, 2017. Commissioner Thomas made a motion to accept into record the contract between the City and Public Safety Testing Inc. Motion was moved and seconded, motion passed. C. Action Items for Discussion 1. Memo dated December 10, 2014 from Chief Examiner Winecka and Recruitment Officer Wayne Graff outlining proposed changes to the Entry Level and Lateral Police Officer testing processes. Recruiting Officer Wayne Graff and Chief Examiner Winecka explained the reasons behind wanting to make the proposed changes. They explained the ability to ask scripted clarifying/ drill down questions and that that is something oral board panelists have been asking for. By using the Lominger method, which is also being used in other departments throughout the City, the Police department can interview for certain competencies that are important for job success. Civil Service Commission Minutes December 17, 2014 2 After asking for clarification regarding the drill down questions, Commissioner Piecewicz made a motion to accept and authorize the Lominger Architect method for the oral board process. Motion was moved and seconded, motion passed. II. HEARING: III. OLD BUSINESS: A. Accept Into Record 1. Approval of the Minutes from the November 19, 2014 Civil Service Commission meeting. Commissioner Thomas made a motion to accept into record the minutes from the November, 2014 Civil Service Commission meeting. Motion was moved and seconded; motion passed. IV. NEW BUSINESS: A. Accept into Record 1. E-mail dated October 21, 2014 from Ofr. Jeffrey Kluzak to Chief Thomas resigning from the department effective December 1, 2014. 2. Letters dated November 13, 2014 from Chief Thomas to Christy Roeber and Ashley Orlowski notifying them that effective November 18, 2014 they successfully completed their probationary period and are appointed to regular employment status as Police Records Specialists. 3. Letter dated November 14, 2014 from Chief Thomas to Jon Rausch notifying him that he successfully completed his probationary period and is appointed to regular employment status as Police Officer effective September 16, 2014. 4. Letter dated November 14, 2014 from Chief Thomas to Andrew Richardson notifying him that he successfully completed his probationary period and is appointed to regular employment status as Police Officer effective September 17, 2014. 5. Letter dated November 14, 2014 to Matthew Rausch congratulating him on being hired as a Probationary Police Recruit Officer effective January 2, 2015. 6. Letter dated November 18, 2014 from Chief Thomas to Brittany Rios notifying her that she successfully completed her probationary period and is appointed to regular employment status as Police Officer effective November 18, 2014. 7. Letter dated November 21, 2014 from Chief Examiner Winecka to Troy Hartwell notifying him that his name has been removed from the Continuous Testing Eligibility List for the position of Lateral/Experienced Police Officer effective November 21, 2014. 8. Letter dated November 21, 2014 from Chief Examiner Winecka to Darryl McKinney notifying him that his name has been removed from the Continuous Testing Eligibility List for the position of Lateral/Experienced Police Officer effective November 21, 2014 per his request to withdraw from the testing process. Letter dated November 21, 2014 from Chief Examiner Winecka to Adam Curry notifying him that his name has been removed from the Continuous Testing Eligibility List for the position of Entry Level Police Officer effective November 21, 2014 per his request to withdraw from the testing process. 10. Letter dated November 21, 2014 from Chief Examiner Winecka to Derek Sloan notifying him that his name has been removed from the Continuous Testing Eligibility List for the position of Entry Level Police Officer effective November 21, 2014. 11. Letter dated November 21, 2014 from Chief Examiner Winecka to Jeffrey Allard notifying him that his name has been removed from the Continuous Testing Eligibility List for the position of Entry Level Police Officer effective November 21, 2014. 12. Memo dated November 26, 2014 from Chief Thomas notifying the Commission that Ofr. Derrick Focht will be assigned as Acting Sergeant from December 8- 11, 2014. 13. Memo dated November 26, 2014 from Chief Thomas notifying the Commission that Ofr. Tami Honda will be Acting Sergeant from December 9-12, 2014. 14. Memo dated December 3, 2014 from Chief Thomas notifying the Commission that Ofr. Tom Riener will be assigned to the Neighborhood Response Team (NRT) effective December 16, 2014. 15. E-mail dated December 5, 2014 from Jamey Hattaway announcing his resignation effective December 9, 2014. 16. Letter dated December 8, 2014 from Chief Examiner Winecka to Corrections Officer candidate Robert Blair notifying him that his name has been removed from the Continuous Testing Eligibility List for Entry Level Corrections Officer effective December 8, 2014. 17. Memo dated December 9, 2014 from Chief Thomas accepting the resignation of Ofr. Jeffrey Kluzak effective December 1, 2014. 18. Memo dated December 9, 2014 from Chief Thomas accepting the resignation of Ofr. Jamey Hattaway effective December 9, 2014. 19. Memo dated December 10, 2014 from Chief Thomas notifying the Commission that Cmdr. Eric Hemmen will assigned as Acting Assistant Chief November 25- December 1, 2014. 20. Letters dated December 11, 2014 from Chief Examiner Winecka to David Schulz, Peter Tiemann, and Marcus Scott notifying them that their names have been removed from the Continuous Testing Eligibility List for Entry Level Police Officer effective December 11, 2014. 21. Letter dated December 11, 2014 from Chief Examiner Winecka to Courtney Duncan notifying her that her name has been removed from the Continuous Testing Eligibility List for the position of Lateral/Experienced Police Officer effective December 11, 2014. 22. Letter dated December 11, 2014 from Chief Examiner Winecka to Joseph McDonald notifying him that his name has been removed from the Continuous Testing Eligibility List for the position of Entry Level Police Officer effective December 11, 2014 per his request to withdraw from the testing process. There being no questions, Commissioner Thomas made a motion to accept into record items one through nine. Motion was moved and seconded; motion passed. There being no further business, a motion to adjourn was made. Motion was moved and seconded and the meeting adjourned at 6:03 PM. The next meeting of the Civil Service Commission will take place on Wednesday, January 28, 2015 at 5:30 p.m. in Council Chambers.
