HomeMy WebLinkAboutCity Council Committees - Civil Service Commission - 07/23/20141 CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES The City of Kent Civil Service Commission met on Wednesday, July 23, 2014, at 5:30 p.m. in Chambers West for the regular meeting. The following information was discussed: Members Present: Callius Zaratkiewicz- Pauline Thomas Jeff Piecewicz Others Present: A/C Rafael Padilla, others present Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-23 under New Business. He then called the meeting to order at 5:33 p.m. after giving the audience time to review said items. I. COMMISSION BUSINESS: II. HEARING: III. OLD BUSINESS: A. Accept Into Record 1. Approval of the Minutes from the June 25, 2014 Civil Service Commission meeting. Commissioner Thomas made a motion to accept into record the minutes from the June 25, 2014 Civil Service Commission meeting. Motion was moved and seconded; motion passed. IV. NEW BUSINESS: A. Accept into Record 1. Memo dated June 19, 2014 from Chief Thomas notifying the Commission that Sgt. Mike O’Reilly will be assigned as Acting Commander from June 20- July 6, 2014. 2. Memo dated June 19, 2014 from Chief Thomas notifying the Commission that Ofr. Mark Williams will be assigned as Acting Field Training Officer from June 27- July 21, 2014. 3. Memo dated June 24, 2014 from Chief Thomas notifying the Commission that Cmdr. Tracey Church will be assigned as Acting Assistant Chief from June 27- July 7, 2014. 4. Letter dated June 26 from Chief Thomas to Kevin Strong congratulating him on being hired as a Probationary Lateral Police Officer effective August 18, 2014. 5. Letter dated June 27, 2014 from Chief Thomas to Andrew Grove congratulating him on being hired as a Probationary Lateral Police Officer effective August 18, 2014. Letters dated June 27, 2014 from Chief Thomas to Jamey Hattaway and Eli Morris congratulating them on being hired as Probationary Lateral Police Officer effective July 16, 2014. 7. Letters dated June 27, 2014 from Chief Thomas to Arthur Plunkett and Eric Weishaar congratulating them on being hired as Probationary Police Recruit Officers effective August 1, 2014. 8. Letter dated June 27, 2014 from Chief Examiner Winecka to Philip Tudor notifying him that his name has been removed from the Continuous Testing Eligibility List for the position on Entry Level Police Officer effective June 27, 2014. 9. Letter dated July 1, 2014 from Chief Thomas to Joseph Mello notifying him that he successfully passed probation and is appointed to regular employment status as a Police Officer effective July 1, 2014. 10. E-mail dated July 2, 2014 from Ofr. Anthony Gambino to Chief Thomas tendering his resignation. 11. Memo dated July 8, 2014 from Chief Thomas notifying the Commission that A/C Derek Kammerzell will be assigned as Acting Chief of Police from July 13- July 20, 2014. 12. Memo dated July 8, 2014 from Chief Thomas notifying the Commission that Cmdr. Eric Hemmen will be assigned as Acting Assistant Chief from July 10- July 14, 2014. 13. E-mail dated July 9, 2014 from Ofr. Siitupe Coffin to Chief Thomas tendering his resignation effective July 9, 2014. 14. Letter dated July 10, 2014 from Corrections Officer Bezzell Lee to Commander McCuistion tendering his resignation effective July 8, 2014. 15. Memo dated July 16, 2014 from Chief Thomas notifying the Commission that Ofr. Ryan Rossmeier will be assigned to the Detective Unit effective August 1, 2014. 16. Letter dated July 16, 2014 from Chief Thomas to A/C Rafael Padilla notifying him that he successfully passed probation and is appointed to regular employment status as an Assistant Chief effective July 16, 2014. 17. Letter dated July 16, 2014 from Chief Thomas to Justin Davis notifying him that he successfully passed probation and is appointed to regular employment status as a Police Officer effective July 16, 2014. 18. Memo dated July 16, 2014 from Chief Thomas accepting the resignation of Corrections Ofr. Bezzell Lee effective July 8, 2014. 19. Memo dated July 16, 2014 from Chief Thomas accepting the resignation of Records Specialist Julie Buell effective July 10, 2014. 20. Memo dated July 16, 2014 from Chief Thomas accepting the resignation of Ofr. Adam Rogers effective July 15, 2014. 21. Memo dated July 16, 2014 from Chief Thomas accepting the resignation of Ofr. Anthony Gambino effective July 2, 2014. 22. Memo dated July 16, 2014 from Chief Thomas accepting the resignation of Ofr. Siitupe Coffin effective July 9, 2014. 23. Memo dated July 16, 2014 from Chief Thomas notifying the Commission that Corrections Officer Joel Langsea was placed on Paid Administrative Leave effective June 26, 2014. Commissioner Zaratkiewicz asked if there were any questions on items 1-23. There being no questions, Chair Zaratkiewicz made a motion to accept into record items one through twenty-three. Motion was moved and seconded; motion passed. Civil Service Commission Minutes July 23, 2014 3 B. Approve into Record: There were no items to approve into record. C. Action Items for Discussion: 1. Memo dated July 15, 2014 from Chief Thomas requesting permission to test for the position of Entry Level Corrections Officer using applicants obtained via Public Safety Testing.com. 2. Memo dated July 15, 2014 from Chief Thomas requesting to test for the position of Records Specialist and that the testing process and weights be applied: a. Written Exam: 30% (70% passing score required) b. Typing Test: Pass/Fail The department requests that the top 20 applicants from the written exam and typing test move on to the oral board process. c. Oral Board: 70% (70% passing score required) d. Polygraph: Pass/Fail e. Background: Pass/Fail Chief Examiner Winecka explained that the standard testing processes and procedures would be used for both of the requests made by the department. There being no further discussion, Chair Zaratkiewicz made the following motion: “I make a motion to grant permission to test for Corrections Officer and for Records Specialist with the weights as noted”. Motion was moved and seconded; motion passed. Chair Zaratkiewicz then asked if there was any further business to come before the Commission. There being no further business, Commissioner Piecewicz made a motion to adjourn. Motion was moved and seconded and the meeting adjourned at 5:42 PM. The next meeting of the Civil Service Commission will take place on Wednesday, August 27, 2014 at 5:30 p.m. in Council Chambers.
