HomeMy WebLinkAboutCity Council Committees - Civil Service Commission - 04/23/2014 (2)1 CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES The City of Kent Civil Service Commission met on Wednesday, April 23, 2014, at 5:30 p.m. in Chambers West for the regular meeting. The following information was discussed: Members Present: Callius Zaratkiewicz Pauline Thomas Jeff Piecewicz Others Present: Deanna Gratzer, others present Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-7 under New Business. He then called the meeting to order at 5:31 p.m. after giving the audience time to review said items. I. COMMISSION BUSINESS: II. HEARING: III. OLD BUSINESS: A. Accept Into Record 1. Approval of the Minutes from the March 26, 2014 Civil Service Commission meeting. Commissioner Thomas made a motion to accept into record the minutes from the March 26, 2014 Civil Service Commission meeting. Motion was moved and seconded; motion passed. IV. NEW BUSINESS: A. Accept into Record 1. Memo dated March 20, 2014 from Chief Thomas notifying the Commission that Cmdr. Todd Durham will be assigned as Acting Assistant Chief from March 31- April 4, 2014. 2. Memo dated March 20, 2014 from Chief Thomas notifying the Commission that Scott Rankin has been promoted to the rank of Sergeant effective April 1, 2014. 3. Memo dated March 20, 2014 from Chief Thomas notifying the Commission that Robert Hollis will be promoted to the rank of Sergeant effective May 1, 2014. 4. E-mail dated March 21, 2014 from Sgt. John Pagel tendering his retirement from the department effective March 31, 2014. (The Chief’s approval of the retirement went before the Commission at the March meeting) 5. Letter received March 24, 2014 from Kamal Sharif further explaining his reasons for resigning. His resignation was effective March 14, 2014 and went before the Commission at the March meeting. Letter dated April 4, 2014 from Chief Examiner Winecka to Christopher Hayter explaining that his name has been removed from the Continuous Testing Eligibility List for Entry Level Police Officer, per his request, effective April 4, 2014. 7. Letters dated April 4, 2014 from Chief Examiner Winecka to Samuel Magee and Michael Pressley notifying them that their names were removed from the Continuous Testing Eligibility List for the position of Entry Level Police Officer effective April 4, 2014. Chair Zaratkiewicz asked if there were any questions on items 1-7. Commissioner Piecewicz had a general question about the appeal process. Chief Examiner Winecka explained the appeal process and the avenues that are available for those that wish to seek an appeal. She also explained that there are some decisions that cannot be appealed and noted that the rules and regulations provide the framework for such matters. There being no other questions, Chair Zaratkiewicz made a motion to accept into record items one through seven. Motion was moved and seconded; motion passed. B. Approve into Record: 1. Continuous Testing Eligibility list for the position of Lateral/Experienced Police Officer that was established on March 25, 2014. 2. Continuous Testing Eligibility list for the position of Entry Level Police Officer that was established on March 27, 2014. Commissioner Piecewicz asked some questions to better understand the various testing and selection processes that are employed prior to an applicant’s name being placed on an eligibility list. Chief Examiner Winecka explained the various testing processes that go into the entry level and lateral testing processes and then she explained the various steps that individuals must successfully pass after they have been placed on a list. Chair Zaratkiewicz then made a motion to approve into record items one and two. Motion was moved and seconded; motion passed. C. Action Items for Discussion: There were no action items for discussion. Chair Zaratkiewicz then asked if there was any further business to come before the Commission. There being no further business, Chair Zaratkiewicz made a motion to adjourn. Motion was moved and seconded and the meeting adjourned at 5:41 PM. The next meeting of the Civil Service Commission will take place on Wednesday, May 28, 2014 at 5:30 p.m. in Council Chambers.
