CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES
The City of Kent Civil Service Commission met on Wednesday, March 26, 2014, at
5:30 p.m. in Chambers West for the regular meeting. The following information was
discussed:
Members Present: Callius Zaratkiewicz
Pauline Thomas
Jeff Piecewicz
Others Present: A/C Rafael Padilla, Les Thomas, Deanna Gratzer, others present
Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-16
under New Business. He then called the meeting to order at 5:36 p.m. after giving
the audience time to review said items.
I. COMMISSION BUSINESS:
A. Informational Item
1. Welcome our new Commissioner, Jeff Piecewicz. His term will expire on April
30, 2018.
Chair Zaratkiewicz and Commissioner Thomas welcomed Jeff to the Commission and
we learned a little about his background.

A. Accept Into Record
1. Approval of the Minutes from the February 26, 2014 Civil Service
Commission meeting.
Commissioner Thomas made a motion to accept into record the minutes from the
February 26, 2014 Civil Service Commission meeting. Motion was moved and
seconded; motion passed.
IV. NEW BUSINESS:
A. Accept into Record
1. Memo dated January 27, 2014 from Ofr. Robert Hollis notifying Chief Thomas
of his intent to resign from the Valley SWAT team effective January 31, 2014.
2. Letter dated January 28, 2014 from Debra LeRoy to Chief Thomas tendering
her retirement effective February 28, 2014.
3. Memo dated February 12, 2014 from Chief Thomas notifying the Commission
that Probationary Records Specialist was discharged February 12, 2014.

4. Memo dated February 14, 2014 from Chief Thomas notifying the Commission
that Jill Fuller has rescinded her acceptance of promotion to the Community
Education Coordinator and she will stay in her Administrative Assistant I
position.
5. Memo dated February 20, 2014 from Chief Thomas accepting the retirement
of Debra LeRoy and that her last day will be February 28, 2014.
6. Memo dated February 20, 2014 from Chief Thomas notifying the Commission
that Ofr. Scott Rankin will be assigned as Acting Sergeant in Patrol from
February 23- March 30, 2014.
7. Letter dated February 24, 2014 from Chief Thomas to Julie Buell
congratulating her on being hired as a Probationary Police Records Specialist
effective March 3, 2014.
8. Memo dated February 25, 2014 from Chief Thomas notifying the Commission
that Cmdr. Tracey Church will be assigned as Acting Assistant Chief from
March 1-11, 2014.
9. Memo dated February 26, 2014 from Chief Thomas accepting the resignation
of Ofr. Scott McQuilkin effective February 28, 2014.
10. Letter from Jasmyne Walton resigning from the Police department effective
March 4, 2014.
11. Memo dated March 4, 2014 from Chief Thomas accepting the resignation of
Jasmyne Walton effective March 4, 2014.
12. Letter dated March 14, 2014 from Kamal Sharif submitting his resignation.
13. Memo dated March 14, 2014 from Chief Thomas accepting the resignation of
Kamal Sharif effective March 15, 2014.
14. Memo dated March 17, 2014 from Chief Thomas accepting the retirement of
Sergeant John Pagel effective March 31, 2014.
15. Letter dated March 17, 2014 from Chief Thomas to Cmdr. Rob Scholl notifying
him that he successfully passed the probationary period for the rank of
Commander and he is appointed to regular employment status effective
February 16, 2014.
16. Letter dated March 17, 2014 from Chief Thomas to Sgt. Matt Holmes notifying
him that he successfully passed the probationary period for the rank of
Sergeant and he is appointed to regular employment status effective February
16, 2014.
Chair Zaratkiewicz asked if there were any questions on items 1-16. Commissioner
Piecewicz asked about the circumstances surrounding item #10. A/C Padilla
explained, in general terms, the reasons behind the resignation.
Commissioner Piecewicz then had a general question about the number of
resignations, inquiring if it is normal to have so many. A/C Padilla explained that
10% attrition is not uncommon. The testing process is rigorous and in the case of
tonight’s agenda, some of the resignations stemmed from employees not passing
probation. Issues that employees have in our agency may not be issues elsewhere.
There being no other questions, Chair Zaratkiewicz made a motion to accept into
record items one through sixteen. Motion was moved and seconded; motion passed.

B. Approve into Record:
1. Letter dated February 19, 2014 from Eric Wesson requesting to be reinstated
as a Police Officer. He resigned from the department May 15, 2012.
2. Memo dated February 24, 2014 from Chief Thomas supporting the request of
William (Eric) Wesson’s to be reinstated as a Police Officer.
3. Eligibility list for the position of Accounting Services Assistant III that was
established on March 14, 2014.
4. Reinstatement list for the position of Police Officer that was established on
March 21, 2014.
Chair Zaratkiewicz made a motion to approve into record items one through four.
Motion was moved and seconded; motion passed.
C. Action Items for Discussion:
There were no action items for discussion however, the Police department walked on
an item requesting to test for the position of Community Education Coordinator and
the Commission agreed to hear the item.
A/C Padilla provided the Commission with a memo requesting to test for the position
as well as a current job description. He explained that the department had
completed a testing process for this position but that the candidate that was offered
the position has since withdrawn. He noted that this position is grant funded and
that there are timelines associated with said funding that make this position a
priority to fill. The process requested is as follows:
Written Assessment: 30% (70% passing score required)
Oral Board: 70% (70% passing score required)
Background: Pass/Fail
Polygraph: Pass/Fail
The department also requests that the top 15 candidates from the written
assessment move on to the oral board process.
There being no further discussion, Commissioner Thomas made a motion to approve
permission to test for the position of Community Education Coordinator with the
process outlined and suggested weights. Motion was moved and seconded; motion
passed.
Chair Zaratkiewicz then asked if there was any further business to come before the
Commission. There being no further business, Chair Zaratkiewicz made a motion to
adjourn. Motion was moved and seconded and the meeting adjourned at 5:49 PM.
The next meeting of the Civil Service Commission will take place on Wednesday,
April 23, 2014 at 5:30 p.m. in Council Chambers.
