CITY OF KENT- CIVIL SERVICE COMMISSION MEETING MINUTES
The City of Kent Civil Service Commission met on Wednesday, January 22, 2014,
at 5:30 p.m. in Chambers West for the regular meeting. The following information
was discussed:
Members Present: Callius Zaratkiewicz
Pauline Thomas
Others Present: A/C Rafael Padilla, Deanna Gratzer, Kyle O’Hashi, others present
Chair Zaratkiewicz asked those present to review the ‘Accept Into Record’ items 1-22
under New Business. He then called the meeting to order at 5:38 p.m. after giving
the audience time to review said items.
I. COMMISSION BUSINESS:
A. Accept Into Record
1. E-mail dated January 15, 2014 from Commissioner Jim Berrios resigning from
his Commission position due to the fact that he has been recently elected to
the Kent City Council.
Chair Zaratkiewicz noted how much he and Commissioner Thomas appreciated the
service of Jim Berrios and that they wish him well. Chair Zaratkiewicz then made a
motion to accept into record the e-mail dated January 15, 2014. Motion was moved
and seconded; motion passed.

A. Accept Into Record
1. Approval of the Minutes from the December 18, 2013 Civil Service
Commission meeting.
Commissioner Thomas made a motion to accept into record the minutes from the
December 18, 2013 Civil Service Commission meeting. Motion was moved and
seconded; motion passed.
IV. NEW BUSINESS:
A. Accept into Record
1. Letters dated December 12, 2013 from Chief Examiner Winecka to Nikolas
Lassila and Matthew Veile notifying them that their names have been removed
from the Continuous Testing Eligibility List for the position of Lateral/
Experienced Police Officer effective December 12, 2013.

2. Letter dated December 12, 2013 from Chief Examiner Winecka to Lukas
Bellman notifying him that his name has been removed from our Continuous
Testing Eligibility List for the rank of Entry Level Police Officer as he has
accepted employment elsewhere.
3. Letter dated December 12, 2013 from Chief Examiner Winecka to Jonathan
Silas notifying him that his name has been removed from our Continuous
Testing Eligibility List for the rank of Entry Level Corrections Officer per his
request.
4. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Cmdr. Derek Kammerzell will be promoted to the rank of Assistant Chief
effective January 1, 2014.
5. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Sgt. Todd Durham will be promoted to the rank of Commander effective
January 1, 2014.
6. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Sgt. Jarod Kasner will be promoted to the rank of Commander effective
February 1, 2014.
7. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Det. Heather Vance will be promoted to the rank of Sergeant effective
January 1, 2014.
8. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Det. Jonathan Thompson will be promoted to the rank of Sergeant
effective February 1, 2014.
9. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Sgt. Phil Johnson will be assigned to the Special Investigations Unit
beginning January 14, 2014.
10. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Sgt. Tim Ford will be assigned as Acting Commander from December 20
through January 5, 2014.
11. Memo dated December 30, 2013 from Chief Thomas notifying the Commission
that Ofr. Eric Steffes will be assigned as Acting Sergeant from January 1-14,
2014.
12. Memo dated December 30, 2013 from Chief Thomas stating that Doug
Whitley will be assigned as a Detective in the Investigation Unit beginning
February 1, 2014.
13. Memo dated December 31, 2013 from Chief Thomas notifying the Commission
that Det. Jonathan Thompson will be assigned Acting Sergeant effective
January 7- February 1, 2014.
14. Memo dated January 2, 2014 from Chief Thomas notifying the Commission
that A/C Rafael Padilla was assigned as Acting Chief from December 16-20,
2013.
15. Letter of Reprimand dated January 3, 2014 from Cmdr. Ohlde to Officer Adam
Rodgers.
16. Letter from Officer Jason Phelps to Chief Thomas tendering his resignation.
17. Memo dated January 13, 2014 from Chief Thomas accepting the resignation of
Ofr. Jason Phelps and noting his last day was January 7, 2014.
18. Letter dated January 15, 2014 from Chief Thomas to Derek Kammerzell
promoting him to the position of Probationary Assistant Chief effective January
1, 2014.
19. Letter dated January 15, 2014 from Chief Thomas to Todd Durham promoting
him to the position of Probationary Commander effective January 1, 2014.

20. Letter dated January 15, 2014 from Chief Thomas to Jarod Kasner promoting
him to the position of Probationary Commander effective February 1, 2014.
21. Letter dated January 15, 2014 from Chief Thomas to Heather Vance
promoting her to the position of Probationary Sergeant effective January 1,
2014.
22. Letter dated January 15, 2014 from Chief Thomas to Jonathan Thompson
promoting him to the position of Probationary Sergeant effective February 1,
2014.
Chair Zaratkiewicz noted the change to the date in item six. There being no other
questions or discussion, Chair Zaratkiewicz made a motion to accept into record
items one thru twenty-two. Motion was moved and seconded; motion passed.
B. Approve into Record:
1. Eligibility list for the rank of Commander that was established on December
17, 2013.
2. Eligibility list for the position of Administrative Assistant I that was established
on January 13, 2014.
There being no questions or discussion, Chair Zaratkiewicz made a motion to
approve into record items one and two. Motion was moved and seconded; motion
passed.
C. Action Items for Discussion:
There were no action items for discussion.
Chair Zaratkiewicz then asked if there was any further business to come before the
Commission. There being no further business, Commissioner Thomas made a
motion to adjourn. Motion was moved and seconded and the meeting adjourned at
5:40 PM. The next meeting of the Civil Service Commission will take place on
Wednesday, February 26, 2014 at 5:30 p.m. in Council Chambers.
