CITY OF KENT HUMAN RESOURCES 400 West Gowe KENT W A S H I N G T O N Kent, WA 98032 Fax: 253-856-6270 PHONE: 253-856-5270 Memo To: Civil Service Commissioners From: Natalie Winecka, Secretary/Chief Examiner Rafael Padilla, Assistant Chief of Police CC: Lorraine Patterson, Human Resources Director Date: April 16, 2015 e: Requested Changes to Police Records Supervisor Testing Process Dear Commissioners: request to test for the position of Police Records Supervisor was brought before the Commission at the February 27, 215 Special Civil Service Commission meeting. The request to test included the following processes and corresponding weights: a. Written Exam® 7 % passing score required*; final weight of 3 ®/0 b. Oral Board Interview® 7 % passing score required; final weight of 70®/0 *The top 20 candidates from the written exam will be invited to the oral board process. The Commission approved the request to test with the process and weights as provided. The position opened in-house (per the AFSCME contract) from March 16 and no applications were received. The position was then open and advertised to the public from March 17-26 with only two candidates meeting the minimum requirements of the position. After consulting with the hiring manager, it was determined that the supervisory experience requirement was eliminating candidates that had records experience, but had not supervised. The hiring manager met with AF CME as well as Human Resources and it was determined that the supervisory experience was not as important as actual records experience and therefore, the job description was revised so that the supervisory experience was a preferred' skill rather than a requirement. The job was re-posted and the two candidates that had met the minimum requirements were instructed to reapply. Unfortunately, the applicant ool is still quite small and there is a concern that we may lose all/most of them if we use written exam that is heavily geared toward supervisory skills, which is not a required skill for the position. The Chief Examiner, in collaboration with Police Administration, would like to propose that the process be amended to the following: a. All candidates that meet the minimum qualifications will be invited to the oral board process. The oral board process would have a final weight of 1 % rather than the previously requested 7 %. Respectfully submitted, Natalie Winecka Secretary/Chief Examiner
