Dear Commissioners:
Please find attached the findings and recommendations from Patrice Gillum,
Interim Labor Relations Manager regarding the reclassification of the Support
Services Manager position in the Police department. The Chief supports the
recommendation to reclass this position from a level 43 to a level 46 as does
Derek Matheson, Chief Administrative Officer for the City. This position is a non-
represented, management position.
Per rule . 2(a), any change in an existing classification is subject to Commission
approval. I advise that the Commission make the following motion: "I make a
motion to approve the reclassification of the Support Services Manager from a
NRMB 43 to a NRMB 46 in compliance with City policy as well as the Civil Service
Rules & Regulations."

Recommendation for Sheila Knapp's reclassification
Human Resources prepared this summary of the reclassification for the Support
Services Manager position. The Police Chief and Chief Administrative Officer are in
support of the reclassification. Please see the summary below:
recommend that Sheila Knapp's position be reclassified to a salary range or NRMB 46,
Step E, her title of Support Services Manager shall remain the same. City Policy 2.20
allows for a minimum increase of 2.5% in a reclassification. The above represents an
approximate increase of 7.9% from Sheila's previous base salary of NRMB 43, Step E.
The Human Resources Department received Sheila Knapp's request for
reclassification on April 18, 2014. Sheila Knapp has been employed with the City of
Kent in the Police Department, since June 3, 1985. Sheila has worked in various
positions in the Police department; she began her employment as a Corrections
Officer on June 3, 1985 and was promoted to a Corrections Sergeant on June 27,
1988. She has been the Support Services Manager since February 16, 2007; she is
currently paid at a salary range of NRMB 43.
Sheila plans, organizes, schedules and manages the basic operations of the Police
department and specifically manages the research and development position, fiscal
unit, records and evidence sections and the administrative positions. Sheila's
current job description characterizes her work by a substantial amount of
management, administrative, and supervisory duties in the organization, direction,
evaluation, and operation of the Police Department. She is designated as the
Records Coordinator for the Police department; she is responsible for formal public
disclosure and information releases to include communication with Command staff
and other employees that may hold responsive records. She responds to all
subpoenas for the Police department. She is also called upon to assist the Assistant
Chief in the formulation and implementation of division goals and objectives.
Sheila is responsible for preparing, implementing and monitoring the Records and
Evidence unit budgets; she serves as a management liaison for labor relations for
the AFSCME union when necessary. She serves as the liaison for all IT projects for
the PD. She is also responsible for Command level and first level leadership
training.
Sheila has identified she has been given additional and higher level responsibilities;
some of the higher level duties include Goals and Objectives development, the
Leadership training, and processing of concealed pistol licenses and pistol transfer
applications. These were duties Sheila has been given within the last two years and
were not performed by the prior Support Services Manager. Her supervisor
identified many of her new duties as higher level management skills that take more
sophisticated problem solving, organizations skills but they also require executive
level leadership and strategic planning. She is also required to utilize project

If new duties have been added, what are they and which position/classification was
previously performing them?
IT Liaison for IT Projects for entire PD. She has been tasked with conducting research,
overseeing testing and implementation of all new software and most hardware for the
department. These processes include the development of new or modified policy and
operating procedures and development, scheduling and delivery of training to our
employees. Prior to assigning this work to the Support Services Manager, these
projects were dispersed throughout the department to various command level
personnel. Sheila was identified as the department point of contact for these projects to
ensure that new IT programs were congruent with existing programs and work flow and
to ensure timelines and benchmarks were adhered to.
Facilitate annual Goals and Objectives development. Sheila has been tasked with
facilitating a workshop with all supervisors or higher in the department, to identify and
chronicle our goals and objectives for the coming year at our annual Leadership Retreat
held in February. Once the initial workshop is completed Sheila facilitates additional
discussions with command level personnel and the chiefs to further refine and finalize
the goals and objectives. Once this process is complete, Sheila publishes and
distributes them. We started this process in 2011 and it was not work assigned to
anyone prior to that.
Command Level and First Level Leadership Training. Sheila has been tasked on
several occasions to develop and deliver leadership training to all first level supervisors
and above at the annual Department Leadership Retreat. Although others in the
department also conduct this type fo training, this work was not done by the prior
Support Services Manager.
Oversee the COPLOGIC online reporting system. Sheila reviews all online reports for
both quality control and subsequent disposition of the cases. She also has to enter
each case report into our Tiburon Records Management System. Sheila implemented
COPLOGIC and prior to her this work was not done by anyone else.
NIBRS Compliance oversight. Sheila is tasked with creating modifications to our
records management process so that we were in compliance with the Federally
Mandated NIBRS System. Since completing the implementation of this process, Sheila
conducts weekly reviews of the system to identify and fix errors. She then produces a
monthly report to the Washington Association of Sheriffs and Police Chiefs. The

NIBRS mandate began in 2013 and this work was not completed by anyone else prior
to that.
Oversight of the department website. Sheila has been tasked with the maintenance
and upkeep of our department website. She works with several members of the
department to ensure we have the appropriate information and resources available on
our website. This work was not done by anyone prior to Sheila.
Public Disclosure Requests/Subpoenas. Sheila is tasked with being the point of contact
and primary respondent to all public disclosure requests and subpoenas on behalf of
the department. She process the requests and coordinates with the appropriate
personnel to comply with the requests in a timely manner. This is a high liability
process that requires daily attention and persistent follow-through. The prior Support
Services Manager had this work to before Sheila, however it is important to note that
the volume of requests and the complexity of the the data/document/media requested is
several times more than it was prior to current levels.
Oversight and maintenance of digital media evidence processes via the VERIPIC and
Olympus Software. These systems were implemented during Sheila's tenure and the
work did not exist prior to her.
Production of the Department's Annual Report. Sheila is responsible for gather the
pertinent data, narratives and photographs for the annual report. Additionally, she
assembles and completes the initial draft of the report and then collaborates with the
Multi-Media Department for final production. This work was not done prior to Sheila.
Processing of complicated Concealed Pistol Licenses and Pistol Transfer
Applications. Sheila is tasked with addressing the more complicated applications to
make a determination as to whether or not to approve the license. This includes
extensive screening and research as well as making phone contact with applicants to
advise them of the appeals process when their application is denied. Because these
more complicated applications require higher level research and communication skills
than are typically expected of our first level supervisors, Sheila has taken on this higher
level work where her predecessor did not.
Executive Level Strategic Planning Facilitation. Sheila is often called upon to plan and
facilitate high level discussions related to city policy, interdepartmental operations and
strategic planning. Examples of this include the annual Criminal Justice Summit,
Discussions on the Homeless and development discussions related to the
development of a Criminal Justice Bond initiative.
To accomplish these new tasks, Sheila must employ higher level management skills
that not only take more sophisticated problem solving and organizational skills, but
require executive level leadership and strategic planning. These tasks further require
her to utilize high level project management skills and bring to bare a comprehensive
understanding of the work processes, policies and procedures both internally and
outside the department.

Has the volume of work changed (from what was expected)? If yes, explain.
Yes. In addition to the items listed above there has been an increase workload due to
abnormal personnel transition. With retirements, lateral movement, terminations and
additional positions there has been a significant amount of personnel movements which
have resulted in ongoing hiring processes. Sheila has taken on this additional work and
conducted hiring processes working within the Civil Service Rules.
Aside from the above, are there other reasons why the current classification/pay range is
no longer appropriate? If yes, explain.
Yes. Within the department's command staff, there is inequity of pay amongst her nearest
Civilian Employee peer. A review of the job descriptions for both the Support Services
Manager and the Corrections Commander determined that despite both job descriptions
being overwhelmingly similar, there is a significant difference in pay. Currently the
Corrections Commander is at a NRMB 46, while Sheila is at NRMB 43, which is a
difference of$4,752 a year in pay.
Additionally, in conducting a survey of comparable cities we were only able to idetntify that
Renton Police Department has a comparable position. Our data indicates that the
comparable Support Services Manager in Renton makes $1,928.00 more monthly.
What class and range do you recommend for this position? I recommend that she be
upgraded to at least a NRMB 46 and request that strong consideration be given to
upgrading her to a NRMB 47. At a NRMB 47, pay for this position would be comparable to
the Corrections Commander and moves it significantly closer to the comparable job market
rate.
Are the changes the result of a Department, Division, or Section reorganization?

Some of the changes area indirectly the result of the department's reorganization into
three divisions. However, most of the changes have come as a result of Sheila having

GENERALPURPOSE:
Under the direction of the Support Services Captain or designee, plan, organize,
schedule, and manage the operations of the Police Department's research and
development position, administrative positions, fiscal unit, and records and evidence
sections. The incumbent ensures that the proper maintenance of
Police records and evidence is in compliance with applicable state and federal laws
and regulations, as well as, existing City and Department policies and procedures.
Work is characterized by a substantial amount of management, administrative, and
supervisory duties in the organization, direction, evaluation, and operation of the Police
Department's research and development position, fiscal unit, and records and
evidence sections. The
incumbent supervises and evaluates the performance of assigned staff and
responsible areas; oversees and participates in decisions regarding automation;
oversees preparations of and department-wide training and adherence to evidence,
blood borne and airborne pathogens, and hazardous waste policies; responsible for
preparing, implementing, and monitoring the Records Unit and Evidence Unit budgets;

evidence functions; schedule and assign duties to ensure adequate coverage for

Prepare and ensure the distribution of policies and procedures; revise and update
materials as needed to reflect changes in legislation or departmental operations.
