CITY OF KENT - CIVIL SERVICE COMMISSION MEETING AGENDA
The City of Kent Civil Service Commission is scheduled to meet Wednesday, May
23, 2012, at 5:30 p.m. in Chambers West. The following information will be
discussed:
I. COMMISSION BUSINESS:
A. Informational Item
1. Welcome our new Commissioner, Jeff Piecewicz. His term will expire on
April 30, 2018.
II. HEARING:
1. Appeal dated May 3, 2012 from Andrew Takach challenging the removal
of his name from the Continuous Testing Eligibility List for Entry Level
Police Officer. His name was removed effective April 20, 2012.
III. OLD BUSINESS:
A. Accept Into Record
1. Approval of the Minutes from the April 25, 2012 Civil Service Commission
meeting.

1. Letter dated April 12, 2012 from Chief Thomas congratulating Mike
Afalava on being hired as a Probationary Lateral Police Officer effective
April 16, 2012.

that Corrections Officer Bonnie Bradley tendered a medical resignation

Stotts and Andrew Takach notifying them that their names have been
removed from the Continuous Testing Eligibility List for the position of

10.Memo dated May 16, 2012 from Chief Thomas accepting Erik Vance's
resignation and congratulating him on his new employment with the City
of Enumclaw.
11.Letter dated May 16, 2012 from Chief Thomas to Officer Jonathan
Thompson notifying him that he successfully completed the probationary
period for Police Officer and is appointed to regular employment status
effective May 15, 2012.

Effective January 31", 2014, I am resigning from the Valley SWAT team. It has been a fun
road but I have found that these last few months, especially with me potentially being
promoted, that my head has not been in the game as it should be.
My hope is that if Blowers ever retires, that I would have left in good standing and I could
get back on the team sometime in 2016.

I advised Sheila Knapp via email of my planned retirement date of March 1, 2014 on
November 14, 2013. I advised at that time that I would submit a formal retirement
letter. My last day at work will be February 14, 2014. I will use accrued annual leave to
carry me through February 28, 2014.
I truly enjoyed working in each of the units through my 26 years here at Kent PD. I
will miss my Kent PD family, but I will not be far away. I will stay in touch.

I have accepted Officer Scott McQuilkin's resignation from the Kent Police
Department. Scott's last day with the Department is February 28, 2014.
On 3/3/14 1 spoke to A.C. Padilla regarding my current status. He advised me that I had a directive from
Chief Thomas to return to full duty tomorrow (3/4/14) at 0800 hours, or be subject to disciplinary
actions. I have not received a letter from Kevin Kincade of Eberle Vivian regarding my medical clearance
approved by the IME Doctor (Kirby) and Dr. Arroyo. My primary care physician (Thomas Young) for my
on-the-job injury has not cleared me to return to full duty and I agree with his professional
recommendation. My on-the-job injury is still an issue physically, and returning to full duty is not in my
best interest. Due to this reason, and the ultimatum presented by A.C. Padilla, I am submitting my
resignation to the Kent Police Department as of 3/4/14.

Hello Chief Thomas,
My name is William "Eric" Wesson and I was employed as a police officer with the City of Kent from
October 1, 2010 through May 15, 2012. 1 ended my employment with the City of Kent to move back to
California where we would be nearer to family and allow our teenage son to attend a high school that
we were certain would help him to excel.
Since leaving, our son has thrived and my wife and I now find ourselves empty-nesters. I have truly
missed my career as a police officer as well as our life we had in the State of Washington. Because of
this, and many other factors, we are considering moving back to the Seattle area.
I contacted Bobby Hollis and advised him of our desire to move back, at which time he provided me with
some options and suggested that I contact you by email.
At this time, I would like to speak to you about the possibility of being reinstated as a police officer with

The Kent Police Department is requesting the approval of Eric Wesson's
request to be placed on a Reinstatement List for the position of Police
Officer. Mr. Wesson was a Kent Police Officer from October 1, 2010 through
May 15, 2012. Mr. Wesson left the department in good standing for
personal reasons.
The department currently has unfilled Police Officer positions and if he is
placed on a reinstatement list, the department would look to rehire Mr.
