Call to Order Chair Piecewicz called the meeting to order at 5:39 PM 2. Roll Call Commissioner Thomas was not present. 3. Changes to the Agenda There were no changes to the agenda. 4. Approval of the Minutes Commissioner Zaratkiewicz made a motion to approve the minutes from the December 18, 2019 Special Civil Service Commission meeting. Motion was seconded by Chair Piecewicz; motion passed 2-0. 5. Consent Items to Accept A. Letter from Chief Padilla congratulating Natalie Zieber on being hired as a Probationary Lateral Corrections Officer effective January 2, 2020. B. Letter dated December 18, 2019 from Chief Padilla to Code Enforcement Officer Laine Farr notifying him that he successfully completed the probationary period and is appointed to regular employment status effective November 16, 2019. C. Letters dated January 2, 2020 from Chief Padilla to Officers Gregory Jago and Ethan Tudor notifying them that they successfully completed the probationary period and are appointed to regular employment status effective January 2, 2020. D. Letter dated January 3, 2020 from Chief Padilla to Officer Jordan Axelson notifying him that he successfully completed the probationary period and is appointed to regular employment status effective January 3, 2020. E. Memo dated January 17, 2020 from Chief Examiner Winecka with the eligibility list removals through January 17, 2020. Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. 6. Items to Approve A. Eligibility list for Parking Enforcement Assistant that was established on December 12, 2019. B. Eligibility list for Police Records Specialist that was established on December 17, 2019. C. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was established on December 18, 2019. D. Continuous Testing Eligibility list for Entry Level Police Officer that was established on December 18, 2019. E. Continuous Testing Eligibility list for Entry Level Corrections Officer that was established on December 18, 2019. There being no questions, Chair Piecewicz made a motion to approve items A-E. Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. 7. Action Items A. Memo dated January 15, 2020 from A/C Jarod Kasner requesting permission to test for the rank of Sergeant and that the following process and weights be applied: - Written Exam- 70% passing score required, final weight of 20% - Work Performance Rating (WPR)- 70% passing score required, final weight of 40% - The top 12 from the written and WPR will continue on to the assessment center - The assessment center will consist of four exercises and will have a cumulative passing score of 70% required and will have a final weight of 40% Chief Examiner Winecka noted that the testing process was different from what has been used in the past for testing at this rank level with the difference being the use of the WPR. There being no additional questions, Chair Piecewicz made a motion to accept the promotional testing for Sergeant and approve the weights as listed. Revision to rule 8.04 in regard to age requirements of entry level Corrections Officers Chief Examiner Winecka noted that the age needed to be amended in order to be in compliance with the age required to be armed. The request was also made that the rule amendment go into effect immediately. Chair Piecewicz made a motion to amend rule 8.04 as written. Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. 8. For the Good of the Order 9. Adjournment Chair Piecewicz made a motion to adjourn.
