The Meeting of the Civil Service Commission was called to order at 5:31 p.m. by Chair Zaratkiewicz. 2. Commissioners present: C. Zaratkiewicz, P. Thomas, and J. Piecewicz 3. There were no changes to the agenda. 4. Commissioner Thomas moved to approve the minutes, September 28, 2016, seconded by Commissioner Piecewicz. Motion carried 3-0. 5. Consent Items to Accept: There being no questions, Commissioner Thomas moved to accept Items A through M, seconded by Commissioner Piecewicz. Motion carried 3-0. A. Letter dated September 22, 2016 from Chief Examiner Winecka to Priscilla Bautista notifying her that her name has been removed from the Police Records Specialist eligibility list effective September 22, 2016. B. Letter dated September 30, 2016 from A/C Hemmen congratulating Jennifer Arnold on being hired as a probationary Police Records Specialist effective October 17, 2016. C. Memo dated September 30, 2016 from Chief Thomas notifying the Commission that Cmdr. Jonathan Thompson will be assigned as Acting Assistant Chief October 3-7, 2016. D. Memo dated September 30, 2016 from Chief Thomas notifying the Commission that Cmdr. Jonathan Thompson will be assigned as Acting Assistant Chief October 13-19, 2016. E. Memo dated September 30, 2016 from Chief Thomas notifying the Commission that Cmdr. Jonathan Thompson will be assigned as Acting Assistant Chief October 24-28, 2016. F. Letter dated October 1, 2016 from Chief Thomas notifying Ofr. James Sherwood that he successfully completed the probationary period and is appointed to regular employment status as a Police Officer effective October 1, 2016. G. Memo dated October 3, 2016 from Chief Thomas notifying the Commission that Det. Ian Warmington will be assigned as Acting Sergeant from October 4-11, 2016. H. Letter dated October 3, 2016 from Andrew Rosenthal tendering his resignation from the position of Parking Enforcement Officer and a corresponding memo from Chief Thomas accepting the resignation effective October 9, 2016. I. Memo dated October 5, 2016 from Chief Thomas notifying the Commission that Sgt. Matthew Stansfield will be assigned as the Administrative Sergeant effective February 5, 2017. J. Memo dated October 18, 2016 from Chief Thomas notifying the Commission that A/C Padilla will be assigned as Acting Chief from October 19-24, 2016. K. Letters dated October 10, 2016 from Chief Examiner Winecka to Entry Level Police Officer candidates Richard Navarette, Artem Derevyanchuk, Christopher Hanrahan, Sean McNeel, Stuart Glasgow, Stephanie Napier, and Joshua Sharp notifying them that their names have been removed from the Continuous Testing Eligibility List for the position of Entry Level Police Officer effective October 10, 2016. L. Letter dated October 10, 2016 from Chief Examiner Winecka to Brendan Stiegman notifying him that his name has been removed from the Police Records Specialist eligibility list effective October 10, 2016. M. Letter dated October 11, 2016 from Chief Examiner Winecka to Justin Camp notifying him that his name was removed from the Continuous Testing Eligibility List for the position of Lateral/Experienced Police Officer effective October 11, 2016. 6. Consent Items to Approve: There being no questions, Commissioner Piecewicz moved to approve Items A thru D, seconded by Chair Zaratkiewicz. Motion carried 3-0. A. Continuous Testing Eligibility list for the position of Lateral/Experienced Police Officer that was established on October 3, 2016. B. Continuous Testing Eligibility list for the position of Entry Level Police Officer that was established on October 3, 2016. C. Continuous Testing Eligibility list for the position of Lateral/Experienced Corrections Officer that was established on October 7, 2016. D. Continuous Testing Eligibility list for the position of Entry Level Corrections Officer that was established on October 7, 2016. 7. Action Items: Chief Examiner Winecka noted that this is the first time that we’ve tested for this position as it wasn’t previously covered by Civil Service but that the process follows testing and selection processes for similar positions. There being no further discussion, Chair Zaratkiewicz made the following motion: I make a motion to allow testing with the values and process as listed. Commissioner Piecewicz seconded the motion. Motion carried 3-0. A. Memo dated October 7, 2016 from Chief Thomas requesting permission to test for the position of Parking Enforcement Officer. The position will be opened in- house first and, if there is an insufficient number of applications received, the position will open externally with restrictions as set forth below. The department requests that the following testing process and weights be applied: a. Written Exam: 30% (70% passing score required) The department requests that the top 20 applicants from the written exam and data entry test move on to the oral board process. b. Oral Board: 70% (70% passing score required) c. Background: Pass/Fail d. Polygraph: Pass/Fail Commissioner Thomas made a motion to approve the extension of the eligibility list for the rank of Police Sergeant, extending the list until June 17, 2017. Motion was seconded by Commissioner Piecewicz. Motion carried 3-0. B. Memo dated October 11, 2016 from Chief Thomas requesting a six-month extension of the Civil Service eligibility list for the rank of Police Sergeant per rule 10.06(b). The current list is set to expire on December 17, 2016; this extension would extend the expiration to June 17, 2017 and is the first extension request of this list. Commissioner Piecewicz made a motion to accept the requested changes for the November and December 2016 meeting dates. Commissioner Thomas seconded the motion. Motion carried 3-0. C. Memo dated October 20, 2016 requesting to change the meeting date for the November and December meetings. 8. For the good of the order There was nothing further to come before the Commission. 9. Adjournment Commissioner Thomas made a motion to adjourn, seconded by Chair Zaratkiewicz. Motion carried 3-0. The meeting adjourned at 5:41 PM.
