Regularly Scheduled Meeting
September 28, 2016

Item Description
1. The Meeting of the Civil Service Commission was called to order at 5:32
p.m. by Chair Zaratkiewicz.
2. Commissioners present: C. Zaratkiewicz, P. Thomas, and J. Piecewicz
3. There were no changes to the agenda.
4. Commissioner Thomas moved to approve the minutes, August 24, 2016,
seconded by Commissioner Piecewicz. Motion carried 3-0.
5. Consent Items to Accept:
There being no questions, Chair Zaratkiewicz moved to accept Items A
through O, seconded by Commissioner Piecewicz. Motion carried 3-0.
A. Memo dated August 15, 2016 from Chief Thomas notifying the Commission that
Ofr. Ian Warmington will be assigned as Acting Sergeant from August 20-26,
2016.
B. Letter dated August 24, 2016 from Chief Thomas to Debra Douglas
congratulating her on being selected as the Police Accounting Services Assistant
III effective September 4, 2016.
C. Letter dated August 29, 2016 from Chief Examiner Winecka to Nile Teclamariam
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Lateral/Experienced Police Officer effective
August 29, 2016.
D. Letter dated August 29, 2016 from Chief Examiner Winecka to Emily Rossi
notifying her that her name has been removed from the Continuous Testing
Eligibility List for the position of Entry Level Police Officer, per her request,
effective August 29, 2016.
E. Letters dated August 29, 2016 from Chief Examiner Winecka to Riley Crawford
and Brittany Roberts notifying them that their names have been removed from
the Continuous Testing Eligibility List for the position of Entry Level Police Officer
effective August 29, 2016.
F. Letter dated August 29, 2016 from Chief Examiner Winecka to Christian Schmidt
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Entry Level Police Officer effective August 29,
2016.
G. Memo dated August 30, 2016 from Chief Thomas notifying the Commission that
A/C Derek Kammerzell will be assigned as Acting Chief August 31- September
11, 2016.
H. Memo dated September 5, 2016 from Chief Thomas notifying the Commission
that Cmdr. Jarod Kasner will be assigned as Acting Assistant Chief from
September 5-9, 2016.
I. Email dated September 1, 2016 from David Trogdon to Chief Thomas notifying
him of his intent to retire effective September 29, 2016 and subsequent memo
from Chief Thomas dated September 8, 2016 accepting the retirement.
J. Letter dated September 8, 2016 from Chief Examiner Winecka to Benjamin
Evans notifying him that his name has been removed from the Continuous
Testing Eligibility List for the position of Entry Level Police Officer effective
September 8, 2016.
K. Letters dated September 8, 2016 from Chief Examiner Winecka to Karl Fenster
and Aaron Radford notifying them that their names have been removed from the
Continuous Testing Eligibility List for the position of Entry Level Police Officer,
per her request, effective September 8, 2016.
L. Letters dated September 8, 2016 from Chief Examiner Winecka to Sean Lercher,
Stephanie Pearson, and Antoine Allen notifying them that their names have been
removed from the Continuous Testing Eligibility List for the position of Entry
Level Corrections Officer effective September 8, 2016.
M. Letters dated September 8, 2016 from Chief Examiner Winecka to Caleb Nelson
and Carly Hjelm notifying them that their names have been removed from the
Continuous Testing Eligibility List for the position of Lateral/Experienced
Corrections Officer effective September 8, 2016.
N. Memo dated September 9, 2016 from Chief Thomas notifying the Commission
that Ofr. Jennifer Prusa will be assigned as Acting Sergeant from September 10-
22, 2016.
O. Memo dated September 20, 2016 from Chief Thomas notifying the Commission
that Sgt. Andy Kelso will be assigned as Acting Commander September 27-30,
2016.
6. Consent Items to Approve:
There being no questions, Chair Zaratkiewicz moved to approve Items A
and B, seconded by Commissioner Piecewicz. Motion carried 3-0.
A. Continuous Testing Eligibility list for the position of Lateral/Experienced Police
Officer that was established on September 8, 2016.
B. Continuous Testing Eligibility list for the position of Entry Level Police Officer that
was established on September 8, 2016.
7. Action Items:
It was noted that the date of the extension should read April 8, 2017
(not 2016). That being corrected, Commissioner Thomas made a motion
to extend the eligibility list for the rank of Corrections Sergeant six
months, extending the list until April 8, 2017. Motion was seconded by
Commissioner Piecewicz and carried 3-0.
A. Memo dated August 30, 2016 from Chief Thomas requesting a six-month
extension of the Civil Service eligibility list for the rank of Corrections Sergeant
per rule 10.06(b). The current list is set to expire on October 8, 2016; this
extension would extend the expiration to April 8, 2016 and is the first extension
request of this list.
Commissioner Thomas made a motion to accept and approve the request
to test for the position of Police Records Specialist with the process as
weights as presented. The motion was seconded by Commissioner
Piecewicz. Motion carried 3-0.
B. Memo dated September 13, 2016 from Chief Thomas requesting permission to
test for the position of Records Specialist. The position will be opened in-house
first and, if there is an insufficient number of applications received, the position
will open externally with restrictions as set forth below. The department
requests that the following testing process and weights be applied:
a. Written Exam: 30% (70% passing score required)
b. Data Entry Test: Pass/Fail
The department requests that the top 20 applicants from the written exam and
data entry test move on to the oral board process.
c. Oral Board: 70% (70% passing score required)
d. Background: Pass/Fail
e. Polygraph: Pass/Fail
8. For the good of the order
There was nothing further to come before the Commission.
9. Adjournment
Commissioner Piecewicz made a motion to adjourn, seconded by Commissioner
Thomas. Motion carried 3-0. The meeting adjourned at 5:40 PM.
