Regularly Scheduled Meeting
April 27, 2016
5:30 p.m.
Item Description
1. The Meeting of the Civil Service Commission was called to order at 5:34
p.m. by Acting Chair Piecewicz.
2. Commissioners present: P Thomas, J. Piecewicz; C. Zaratkiewicz had an
arranged absence
3. There were no changes to the agenda.
4. Commissioner Thomas moved to approve the minutes, dated March 23,
2016, seconded by Acting Chair Piecewicz. Motion carried 2-0.
5. Consent Items to Accept:
Acting Chair Piecewicz moved to accept Items A through O, seconded by
Commissioner Thomas. Motion carried 2-0.
A. Memo dated March 21, 2016 from Chief Thomas notifying the Commission that
Matthew Holmes will be assigned as Acting Commander from March 20-31,
2016.
B. Memo dated March 22, 2016 from Chief Thomas notifying the Commission that
Ofr. Landon Meyer will be assigned as the Rotating Detective from May 1- August
6, 2016.
C. Letters dated March 22, 2016 from Chief Examiner Winecka to Steven Schaus
and Jason Daoust notifying them that their names have been removed from the
Continuous Testing Eligibility List for Experienced/Lateral Corrections Officer
effective March 22, 2016.
D. Letter dated March 22, 2016 from Chief Examiner Winecka to Christopher Schrier
notifying him that his name has been removed from the Continuous Testing
Eligibility List for Entry Level Corrections Officer effective March 22, 2016.
E. Letter dated April 1, 2016 from Chief Thomas to Ofr. Richie Plunkett notifying
him that he successfully completed probation and is appointed to regular
employment status effective April 1, 2016.
F. Memo dated April 4, 2016 from Chief Thomas notifying the Commission that A/C
Derek Kammerzell will be assigned as Acting Chief from April 4-6, 2016.
G. Letter dated April 10, 2016 from Ofr. Robert Kellams tendering his resignation.
H. Memo dated April 10, 2016 from Chief Thomas accepting the letter of resignation
from Robert Kellams. His last day will be April 30, 2016 and he leaves the
department in good standing.
I. Letter dated April 13, 2016 from Joshua Bava requesting reinstatement to the
position of Police Officer.
J. Memo dated April 14, 2016 from Chief Thomas supporting the reinstatement of
Joshua Bava to the position of Police Officer.
K. Letter dated April 18, 2016 from Chief Thomas to Erin Bratlien congratulating her
on being hired as a Probationary Police Recruit Officer effective May 2, 2016.
L. Letter dated April 18, 2016 Chief Thomas to James Miller congratulating him on
being hired as a Probationary Police Recruit Officer effective June 1, 2016.
M. Letters dated April 19, 2016 from Chief Examiner Winecka to Floyd Lindbloom
and Michelle Dicken notifying them that their names have been removed from
the Continuous Testing Eligibility List for Entry Level Corrections Officer effective
April 22, 2016.
N. Letters dated April 19, 2016 from Chief Examiner Winecka to Jeffrey Allen,
Austin Williamson, Charles Baer, Nicholas Burgess, and Adele O’Rourke notifying
them that their names have been removed from the Continuous Testing
Eligibility List for the position of Entry Level Police Officer effective April 19,
2016.
O. Memo dated April 21, 2016 from Chief Examiner Winecka notifying the
Commission that she has assigned Stephanie King as a temporary Assistant
Secretary/Chief Examiner per rule 4.02(h7).
6. Consent Items to Approve:
Acting Chair Piecewicz moved to approve Items A and B, seconded by
Commissioner Thomas. Motion carried 2-0.
A. Continuous Testing Eligibility list for the position of Entry Level Police Officer that
was established on April 1, 2016.
B. Reinstatement list for Police Officer that was established on April 19, 2016.
7. Action Items:
There were no action items.
8. For the good of the order
There was nothing further to come before the Commission.
9. Adjournment
Commissioner Thomas made a motion to adjourn, seconded by Acting Chair
Piecewicz. Motion carried 2-0. The meeting adjourned at 5:37 PM.
