I have accepted Officer Robert Kellams letter dated April 10, 2016, announcing his
retirement from the Kent Police Department. Robert's last day of work with the
department will be April 30, 2016.
Robert's service of 36 years with the City of Kent began on May 6, 1980. He's
leaving the department under good standing and we wish him well in his future
endeavors.

of Kent Police Department. In August of 2015, I made the difficult decision to resign
from the Kent Police Department in order to move out of state and pursue life closer to
my extended family. I have enjoyed the time I had with family,but circumstances have

Former Kent Police Department Officer Joshua Bava resigned in good standing in August
2015. He has provided the attached written request for reinstatement to his previously held
position of Police Officer. Per Civil Service Rule 10.02.b: The Commission shall be established
and maintain reinstatement lists as follows: Within 24 months from the date of resignation, a
former employee who resigned or retired from City employment in good standing may
request that his or her name be placed on a reinstatement list for the position held at the
time of resignation or retirement. The request must be supported by a written
recommendation of the former employing department and approved by the Commission.
I support Mr. Bava's request, and respectfully ask that the Commission approve his

This letter is to notify you that after participating in the Chief's Interview portion of the
selection process, the Police department has decided not to consider you further for
employment with this agency at this time. Your name has been removed from our
Continuous Testing Eligibility List for the position of Entry Level Police Officer effective April
19, 2016.
Our Civil Service Rules prohibit a person who has failed to pass any portion of an
examination process to be re-examined for the same or a higher grade of service within six
months of said failure. Pursuant to Civil Service Rule 16.05, you may appeal this decision
to the Civil Service Commission within ten (10) working days.

Re: Assignment of Temporary Assistant Secretary/Chief Examiner
Dear Commissioners:
In order to accommodate the testing requests of the Police Department and
provide for additional coverage during vacations and/or absences, I am
exercising my ability to appoint an assistant examiner. The incumbent is a non-
represented employee and is able to assist with the proctoring of exams, data
entry, and filing that is associated with increased testing as permitted by rule
4.02(h7). Rule 4.02 (h7) states:
7. In performing any of the above duties, the Secretary/Chief Examiner may use the services and/or
advice of a qualified professional consultant. In addition,the Secretary/Chief Examiner may
appoint an Assistant Secretary/Chief Examiner to assist in the administration under his or her
supervision.
Stephanie King, the city's Recruitment Analyst, will be assigned this role. She will
assume my duties as Secretary/Chief Examiner in the case of emergencies and/or
scheduled absences. I am excited to have her assist me in this role as she is well
versed in our recruitment processes and has experience facilitating and
proctoring civil service examinations from a position she held prior. She always
has in mind the best interest of the applicants, department, and City.
