Item Description
1. The Meeting of the Civil Service Commission was called to order at 5:38
p.m. by Chair Zaratkiewicz.
2. Commissioners present: C. Zaratkiewicz, P. Thomas, and J. Piecewicz
3. There were no changes to the agenda.
4. Commissioner Thomas moved to approve the minutes, dated January 27,
2016, seconded by Commissioner Piecewicz. Motion carried 3-0.
5. Consent Items to Accept:
Chair Zaratkiewicz moved to accept Items A through V, seconded by
Commissioner Thomas. Motion carried 3-0.
A. Letter dated June 9, 2015 from Chief Thomas to Matthew Murphy congratulating
him on being hired as a Probationary Police Recruit Officer effective July 1, 2015.
B. Letter dated August 13, 2015 from Chief Thomas to Gregory Cox congratulating
him on being hired as a Probationary Police Recruit Officer effective September
1, 2015.
C. Letter dated September 16, 2015 from Chief Thomas to James Sherwood
congratulating him on being hired as a Probationary Lateral Police Officer
effective October 1, 2015.
D. Letter dated October 8, 2015 from Chief Thomas to Jonathan Johnson
congratulating him on being hired as a Probationary Lateral Police Officer
effective January 18, 2016.
E. Letter dated October 16, 2015 from Chief Thomas to Clayton Grubb
congratulating him on being hired as a Probationary Police Recruit Officer
effective October 16, 2015.
F. Letter dated October 28, 2015 from Chief Thomas to Chellsi James
congratulating her on being hired as a Probationary Police Recruit Officer
effective January 4, 2016.
G. Letter dated November 2, 2015 from Chief Thomas to Jennafer Mapes
congratulating her on being hired as a Probationary Police Records Specialist
effective November 16, 2015.
H. Letter dated November 17, 2015 from Chief Thomas to Ian Lentz congratulating
him on being hired as a Probationary Police Recruit Officer effective January 4,
2016.
I. Letter dated December 16, 2015 from Chief Thomas to David DesJardin
congratulating him on being hired as a Probationary Lateral Police Officer
effective February 16, 2016.
J. Letter dated December 18, 2015 from Chief Thomas to Jalene King
congratulating her on being hired as a probationary Administrative Assistant II
effective January 4, 2016.
K. Letters dated January 29, 2016 from Chief Examiner Winecka to Krista Harper
and Adam Allison notifying them that their names have been removed from the
Continuous Testing Eligibility List for the position of Entry Level Police Officer
effective January 29, 2016.
L. Letter dated February 2, 2016 from Chief Examiner Winecka to Allwin Gonzalez
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Lateral/Experienced Police Officer effective
February 2, 2016.
M. Letter dated February 2, 2016 from Chief Examiner Winecka to John Lee
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Entry Level Corrections Officer effective February
2, 2016 per his request to withdraw from the testing process.
N. Letters dated February 2, 2016 from Chief Examiner Winecka to Tracy Ring and
Rebecca Cayen notifying them that their names have been removed from the
eligibility list for the position of Administrative Assistant II effective February 2,
2016.
O. Letter dated February 2, 2016 from Audra Stafford tendering her resignation
effective February 2, 2016.
P. Memo dated February 5, 2016 from Chief Thomas accepting the resignation of
Audra Stafford effective February 2, 2016.
Q. Memo dated February 5, 2016 from Chief Thomas notifying the Commission that
A/C Rafael Padilla is assigned as Acting Chief from February 7-12, 2016.
R. Letter dated February 5, 2016 from Chief Examiner Winecka to Thomas
Cangialosi notifying him that his name has been removed from the Continuous
Testing Eligibility List for the position of Entry Level Corrections Officer effective
February 5, 2016.
S. Letter dated February 5, 2016 from Chief Examiner Winecka to James Smith
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Lateral/Experienced Police Officer effective
February 5, 2016.
T. Letters dated February 5, 2016 from Chief Examiner Winecka to Thomas
Cangialosi, Steven Donges, and Hailey Wells notifying them that their names
have been removed from the Continuous Testing Eligibility List for the position of
Entry Level Police Officer effective February 5, 2016.
U. Letter dated February 5, 2016 from Chief Examiner Winecka to Ben Weber
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Entry Level Police Officer effective February 5,
2016 per his request to withdraw from the testing process.
V. Letter dated February 12, 2016 from Chief Examiner Winecka to Justin Smith
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Entry Level Police Officer effective February 12,
2016.
6. Consent Items to Approve:
Chair Zaratkiewicz moved to approve Items A and B, seconded by
Commissioner Piecewicz. Motion carried 3-0.
A. Eligibility list for the position of Evidence Custodian that was established on
January 27, 2016.
B. Continuous Testing Eligibility list for the position of Entry Level Police Officer that
was established on February 11, 2016.
7. Action Items:
A. In accordance with rule 3.02, the Commission will elect a new Chair for a two (2)
year term.
After some discussion, Commissioner Thomas nominated Callius Zaratkiewicz to
serve as Chair for a two (2) year term. Callius accepted the nomination and
Commissioner Thomas made a motion to elect Callius as the Chair.
Commissioner Piecewicz seconded the motion. Motion carried 2-0.
8. For the good of the order
There was nothing further to come before the Commission.
9. Adjournment
Commissioner Piecewicz made a motion to adjourn, seconded by Commissioner
Thomas. Motion carried 3-0. The meeting adjourned at 5:45 PM.
