Agenda:
1. Call to Order
Chair Piecewicz called the meeting to order at 5:30 PM
2. Roll Call
All Commissioners were present.
3. Changes to the Agenda
Chief Examiner Winecka noted that there was one addition to the agenda,
specifically a request for reinstatement to the eligibility list.
4. Approval of the Minutes
Commissioner Zaratkiewicz made a motion to approve the minutes
from the February 26, 2020 Civil Service Commission meeting. Motion
was seconded by Commissioner Thomas; motion passed 3-0.
5. Consent Items to Accept
A. Letter dated February 7, 2020 to Tabitha Solari congratulating her on being hired
as a Probationary Records Specialist effective February 18, 2020.
B. Letter dated February 7, 2020 to Caitlynn Denny congratulating her on being
hired as a Probationary Records Specialist effective April 16, 2020.
C. Letter dated March 19, 2020 to Taylor Stewart notifying her that she successfully
completed the probationary period for Records Specialist effective March 18,
2020 and is appointed to regular employment status.
D. Letter dated April 1, 2020 to Ofr. Roland Heyne notifying him that he successfully
completed the probationary period and is appointed to regular employment
status effective April 1, 2020.
E. Memo dated April 1, 2020 from Chief Padilla notifying the Commission that Ofr.
Amanda Quinonez separated from the department effective April 1, 2020.

F. Letter dated April 6, 2020 from Chief Padilla to Det. Melanie Robinson
congratulating her on being hired as a Probationary Police Sergeant effective April
16, 2020.
G. Email from Crystal Sundquist submitted her resignation effective April 10th.
H. Memo dated April 7, 2020 from Chief Padilla notifying the Commission that he
has accepted the resignation of Crystal Sundquist effective April 10, 2020.
I. Memo dated April 14, 2020 from Chief Examiner Winecka and Recruiting Officer
Wayne Graff notifying the Commission of changes to how the physical agility
exam will be proctored due to COVID-19.
J. Memo dated April 16, 2020 from Chief Examiner Winecka with the eligibility list
removals through April 16, 2020.
There being no questions, Commissioner Zaratkiewicz made a motion to
accept consent items A-J. Commissioner Thomas seconded the motion;
motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility List for Lateral/Experienced Corrections Officer that
was established on January 10, 2020.
B. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on February 14, 2020.
C. Continuous Testing Eligibility List for Lateral/Experienced Corrections Officer that
was established on February 21, 2020.
D. Continuous Testing Eligibility List for Entry Level Police Officer that was
established on February 21, 2020.
E. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on March 9, 2020.
F. Continuous Testing Eligibility List for Entry Level Corrections Officer that was
established on March 15, 2020.
G. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on March 31, 2020.
H. Continuous Testing Eligibility List for Lateral/Experienced Corrections Officer that
was established on April 1, 2020.
I. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on April 15, 2020.
There being no questions, Commissioner Zaratkiewicz made a motion to
approve items A-I. Commissioner Thomas seconded the motion; motion
passed 3-0.

7. Action Items
A. Memo dated April 14, 2020 from Chief Padilla requesting to revise the testing
components/process as well as weights for the Commander promotional
process.
Chief Examiner Winecka noted the changes as compared to the original
request to test that was brought before the Commission. Chair Piecewicz
then made a motion to accept and approve the revisions. Commissioner
Thomas seconded the motion; motion passed 3-0.
B. Email dated April 22, 2020 from Entry Level Police Officer candidate Liam
Bertolacci requesting to be reinstated to the eligibility list. (This item was
added at the time of the meeting).
Chief Examiner Winecka noted that the candidate had passed a Chief’s
Interview but was then offered a position with a neighboring agency. He
withdrew from our process but then the job offer was delayed due to the
COVID-19 pandemic. He is asking to be reinstated to the eligibility list and
this is supported by the Police department.
Commissioner Thomas made a motion to reinstate the candidate to the
eligibility list from which he had been removed. Chair Piecewicz seconded
the motion; motion passed 3-0.
8. For the Good of the Order
Commissioner Zaratkiewicz noted that receiving a hard copy of the agenda via USPS
proved quite helpful, especially when having virtual meetings.
9. Adjournment
Chair Piecewicz made a motion to adjourn. Commissioner Thomas seconded the
motion; motion passed 3-0. Meeting was adjourned at 5:36 PM.
