Call to Order Chair Piecewicz called the meeting to order at 5:30 PM 2. Roll Call All Commissioners were present. 3. Changes to the Agenda There were no changes to the agenda. 4. Approval of the Minutes Commissioner Thomas made a motion to approve the minutes from the September 12, 2019 Civil Service Commission Special meeting. Motion was seconded by Commissioner Zaratkiewicz; motion passed 3-0. 5. Consent Items to Accept A. Letter dated June 4, 2019 from Chief Padilla to Christy Warren congratulating her on her promotion to the position of Support Services Manager effective July 1, 2019. B. Letter dated August 12, 2019 from Chief Padilla to Abbie Taylor congratulating her on her promotion to the position of Administrative Assistant II effective September 1, 2019. C. Letter dated August 31, 2019 from Chief Padilla to Ofr. Justin Campbell notifying him that he successfully completed the probationary period effective August 31, 2019 and is appointed to regular employment status. D. Letter dated September 12, 2019 from Chief Padilla to Maxwell Neumann congratulating him on being hired as a Probationary Lateral Police Officer effective November 1, 2019. E. Letter dated September 17, 2019 from Chief Padilla to Ofr. Robert Curl notifying him that he successfully completed the probationary period and is appointed to regular employment status effective September 17, 2019. Memo dated September 23, 2019 from Chief Examiner Winecka with the eligibility list removals through September 23, 2019. There being no questions, Commissioner Zaratkiewicz made a motion to accept consent items A-F. Chair Piecewicz seconded the motion; motion passed 3-0. 6. Items to Approve A. Continuous Testing Eligibility list for Entry Level Police Officer that was established on August 29, 2019. B. Continuous Testing Eligibility list for Entry Level Corrections Officer that was established on August 29, 2019. C. Eligibility list for the position of Police Records Specialist that was established on August 29, 2019.. Commissioner Zaratkiewicz made a motion to approve into record items A- C. Chair Piecewicz seconded the motion; motion passed 3-0. 7. Action Items A. Memo dated September 11, 2019 from Asst. Chief Kammerzell requesting to test for the position of Parking Enforcement and that the following process and weights be applied: Written Exam- 30% (70% passing score required) Oral Board- 70% (70% passing score required) Background- Pass/Fail Polygraph- Pass/Fail The department requests up to the top 20 applicants from the written exam move on to the oral board interview process. Chief Examiner Winecka explained that this is consistent with how we have tested for this position in the past. Commissioner Zaratkiewicz made the following motion: “I make a motion that we accept the weights as listed and authorize testing for the position.” Chair Piecewicz seconded the motion; motion passed 3-0.
