Call to Order Chair Piecewicz called the meeting to order at 5:33 PM 2. Roll Call Commissioner Zaratkiewicz had an arranged absence. 3. Changes to the Agenda There were no changes to the agenda. 4. Approval of the Minutes Chair Piecedwicz made a motion to approve the minutes from the July 24, 2019 Civil Service Commission meeting. Motion was seconded by Commissioner Thomas; motion passed 2-0. 5. Consent Items to Accept A. Letter of retirement from Ofr. Eliot Hale dated June 24, 2019 stating his intent to retire from the department effective October 15, 2019. B. Memo dated July 17, 2019 from Chief Padilla accepting the notice of retirement from Ofr. Hale effective October 15, 2019. C. Letter dated July 26, 2019 from Chief Padilla to Douglas Hicks congratulating him on being hired as a Probationary Police Recruit Officer effective August 1, 2019. D. Letters dated July 26, 2019 from Chief Padilla to Derek Lind and Matthew Crawford congratulating them on being hired as Probationary Police Recruit Officers effective September 3, 2019. E. Letter dated August 1, 2019 from Chief Padilla notifying Maureen McCaughan that she successfully passed her probationary period for the position of Community Education Coordinator effective August 1, 2019. Eric Rodenberg notifying his Sergeant of his intent to resign effective August 16, 2019. G. Memo dated August 2, 2019 from Chief Padilla accepting the resignation of Ofr. Eric Rodenberg effective August 16, 2019. H. Letter dated August 2, 2019 from Marcia Morris notifying Chief Padilla of her intent to resign from her Police Records Specialist position effective September 23, 2019. I. Memo dated August 5, 2019 from Chief Padilla accepting the resignation of Records Specialist Marcia Morris effective September 23, 2019. J. Letter dated August 5, 2019 from Chief Padilla notifying A/C Jarod Kasner that he successfully completed the probationary period and is appointed to regular employment status as Assistant Chief effective August 5, 2019. K. Letter dated August 6, 2019 from Chief Padilla to Jonathan Jarman congratulating him on being hired as a Probationary Police Recruit Officer effective October 1, 2019. L. Letter dated August 12, 2019 from Chief Padilla to Abbie Taylor offering her the position of Probationary Administration Assistant II effective September 1, 2019. M. Memo dated August 16, 2019 from Ofr. Jennifer Lindstrom to Chief Padilla providing notice of her intent to resign effective September 2, 2019. N. Memo dated August 16, 2019 from Chief Padilla accepting the resignation of Ofr. Lindstrom effective September 2, 2019. O. Letters dated August 16, 2019 from Chief Padilla to Sgt. Joshua Bava and Sgt. Matt Wheeler notifying them that they have successfully completed the probationary period and are appointed to regular employment status at the rank of Sergeant effective August 16, 2019. P. Memo dated August 22, 2019 from Chief Examiner Winecka providing a list of those candidates removed from eligibility lists as of August 22, 2019. There being no questions, Chair Piecewicz made a motion to accept consent items A-P. Commissioner Thomas seconded the motion; motion passed 2-0. 6. Items to Approve A. Continuous Testing Eligibility list for Lateral/Experienced Corrections Officer that was established on July 10, 2019. B. Continuous Testing Eligibility list for Entry Level Corrections Officer that was established on July 19, 2019. C. Eligibility list for the position of Administrative Assistant II that was established on August 2, 2019. D. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on August 22, 2019. Chair Piecewicz made a motion to approve into record items A-D. Memo dated August 7, 2019 from Luis Villalpando requesting to be re-instated to the Continuous Testing Eligibility List for Experienced/Lateral Police Officer per Civil Service Rule 10.09. Chief Examiner Winecka explained the circumstances surrounding his removal and his subsequent request to be reinstated on the Continuous Testing Eligibility List for Experienced/Lateral Police Officer and that the department supported the request. There being no questions, Commissioner Thomas made the following motion:”I make a motion to approve to approve the reinstatement of Luis Villalpando to the Continuous Testing Eligibility List for Experienced/Lateral Police Officer.” Chair Piecewicz seconded the motion; motion passed 2-0. B. Memo dated August 9, 2019 from Chief Padilla requesting to test for the position of Evidence Custodian and that the following process and weights be applied: Written Exam- 30% (70% passing score required) Oral Board- 70% (70% passing score required) Background- Pass/Fail Polygraph- Pass/Fail Psychological Exam- Pass/Fail Chief Examiner Winecka explained that this is consistent with how we have tested for this position in the past. Chair Piecewicz made the following motion: “I make a motion that we authorize testing for the position with the criteria as listed.”. Commissioner Thomas seconded the motion; motion passed 2-0. C. Memo dated August 28, 2019 from Chief Padilla requesting an amendment to the request to test for the Records Supervisor position. Support Services Manager Christy Warren explained that there were four (4) in-house applicants, all with prior experience in the Records division and that the written exam was not a necessary element of the selection process. She indicated that, instead, the department requests that the list be based solely on the results from the oral board process. Chair Piecewicz then made the following motion: “I make a motion to accept the amendment to the request to test, removing the written exam Civil Service Commission September 12, 2019 Minutes Kent, Washington Approval Pending Page 4 of 4 component.” Commissioner Thomas seconded the motion; motion passed 2-0. 8.
