Call to Order Chair Piecewicz called the meeting to order at 5:30 PM 2. Roll Call Commissioner Zaratkiewicz had an arranged absence. 3. Changes to the Agenda There were no changes to the agenda. 4. Approval of the Minutes Commissioner Thomas made a motion to approve the minutes from the September 25, 2019 Civil Service Commission meeting. Motion was seconded by Chair Piecewicz; motion passed 2-0. 5. Consent Items to Accept A. Letter dated October 1, 2019 from Chief Padilla to Mai-Khanh Huynh congratulating her on being hired as a Probationary Records Specialist effective October 16, 2019. B. Letters dated October 1, 2019 from Chief Padilla to Commanders Grove and Hollis notifying them that they successfully completed the probationary period and are appointed to regular employment status effective October 1, 2019. C. Letter dated October 1, 2019 from Chief Padilla to Joe Gagner notifying him that he successfully completed the probationary period for the position of Court Security and is appointed to regular employment status effective September 17, 2019. D. Letters dated October 10, 2019 from Chief Padilla to Ofrs. Jacob Berry and Chelsea Pribble notifying them that they successfully completed the probationary period and are appointed to regular employment status effective October 10, 2019. Memo dated October 19, 2019 from Chief Examiner Winecka with the eligibility list removals through October 11, 2019. There being no questions, Chair Piecewicz made a motion to accept consent items A-E. Commissioner Thomas seconded the motion; motion passed 2-0. 6. Items to Approve A. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was established on September 13, 2019. B. Continuous Testing Eligibility list for Entry Level Police Officer that was established on September 24, 2019. C. Continuous Testing Eligibility list for Entry Level Corrections Officer that was established on September 25, 2019. D. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was established on September 30, 2019. E. Continuous Testing Eligibility list for Entry Level Corrections Officer that was established on October 11, 2019. F. Continuous Testing Eligibility list for Entry Level Police Officer that was established on October 11, 2019. G. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on October 21, 2019. There being no questions, Chair Piecewicz made a motion to approve items A-G. Commissioner Thomas seconded the motion; motion passed 2-0. 7. Action Items A. Memo dated October 10, 2019 from Asst. Chief Hemmen requesting to test for the position of Records Specialist and that the following process and weights be applied: Computer-based Assessment- 100% (70% passing score required) Background- Pass/Fail Polygraph- Pass/Fail Chief Examiner Winecka that action items A & B are related. She explained that this is a different way of testing than what the department has used in the past. There are many reasons behind the desired change to the testing process, namely that we lose so many candidates due to the number of selection steps and the time it takes to complete those processes. Chair Piecewicz then made the following motion: “I make a motion that we accept the weights as listed and authorize testing for the position.” Commissioner Thomas seconded the motion; motion passed 2-0. B. Memo dated October 14, 2019 from Chief Examiner Winecka and Recruiting Ofr. Wayne Graff requesting changes to Civilian testing processes. Commissioner Thomas made the following motion: “I make a motion to approve the changes to the civilian testing process as outlined.” Chair Piecewicz seconded the motion; motion passed 2-0. C. Memo dated October 15, 2019 from Chief Examiner Winecka and Recruiting Ofr. Wayne Graff requested an addition/amendment to rule 9.01. Chief Examiner Winecka explained that there have been times when the department has exhausted a list without filling the position and then they have to wait to test again until they can come back to the Commission. The intent of this request is to allow the department open for a position again if there are still vacancies to fill and they are not making any changes to the testing process. It’s understood that if the department wants to change how they are testing for a position, that that request to do so would go to the Commission for authorization and approval. Commissioner Thomas then made the following motion: “I make a motion to approve the request to amend rule 9.01 as outlined.” Chair Piecewicz seconded the motion; motion passed 2-0. D. Memo from Chief Examiner Winecka requesting to move the meeting dates for the November and December Commission meetings. Chair Piecewicz made a motion to approve the request to move the November and December Commission meetings. Commission Thomas seconded the motion; motion passed 2-0. 8. For the Good of the Order 9.
