The Meeting of the Civil Service Commission was called to order at 5:35 p.m. by Chair Zaratkiewicz. 2. Commissioners present: C. Zaratkiewicz, P. Thomas, and J. Piecewicz 3. There were changes to the agenda- items N and O. 4. Commissioner Piecewicz moved to approve the minutes, dated April 27, 2016, seconded by Commissioner Thomas. Motion carried 3-0. 5. Consent Items to Accept: Chief Examiner Winecka noted that the resignation date in items N and O was changed to June 1, 2016. Chair Zaratkiewicz moved to accept Items A through O with those changes, seconded by Commissioner Piecewicz. Motion carried 3-0. A. Memo dated April 20, 2016 from Chief Thomas notifying the Commission that Det. Jennifer Prusa will be assigned as acting Sergeant from April 15-20, 2016. B. Memo dated April 21, 2016 from Chief Thomas notifying the Commission that Det. Matt Lorette will be assigned Acting Sergeant from May 3-6, 2016. C. Letter dated April 25, 2016 from Chief Thomas to Jacob Reed congratulating him on being hired as a Probationary Police Recruit Officer effective July 18, 2016. D. Memo dated April 28, 2016 from Chief Thomas notifying the Commission that Sgt. Phil Johnson will be assigned as Acting Commander May 17-20, 2016. E. Memo dated April 28, 2016 from Chief Thomas notifying the Commission that Det. Ian Warmington will be assigned as Acting Sergeant from May 17-20, 2016. F. Memo dated April 20, 2016 from Chief Thomas notifying the Commission that Det. Jennifer Prusa will be assigned as acting Sergeant from May 3-6, 2016. G. Letter dated May 1, 2016 from Chief Thomas to Ofr. Andrew Reed notifying him that he successfully completed probation and is appointed to regular employment status effective May 1, 2016. H. Letter dated May 1, 2016 from Chief Thomas to Corrections Ofr. Kenneth Holifield notifying him that he successfully completed probation and is appointed to regular employment status effective April 30, 2016. I. Letters dated May 2, 2016 from Chief Examiner Winecka to Entry Level Police Officer candidates Scott Allen, Kyle Burbridge, Andrew Hollenback, Arthur Kalahiki, Adam Miller, Miguel Santos, Ryan Sneesby, and James Wentz notifying them that they have been removed from the Continuous Testing Eligibility List effective May 2, 2016. J. Letter dated May 3, 2016 from Linda Sherman to Sheila Knapp notifying her of her intent to retire from her position as Records Specialist. K. Memo dated May 4, 2016 from Chief Thomas accepting the retirement of Linda Sherman. Her last day will by May 31, 2016. L. Memo dated May 11, 2016 from Chief Thomas notifying the Commission that Commander Matt Holmes will be assigned as Assistant Chief effective May 12-26, 2016. M. Letter dated May 13, 2016 from Chief Thomas to Ofr. Brian Cortinas notifying him that he successfully completed probation and is appointed to regular employment status effective May 13, 2016. N. Letter dated May 16, 2016 from Amy Spromberg to Chief Thomas notifying him of her intent to resign effective May 31, 2016 June 1, 2016. O. Memo dated May 16, 2016 from Chief Thomas accepting the resignation of Amy Spromberg, noting her last day will be May 31, 2016 June 1, 2016. 6. Consent Items to Approve: Chair Zaratkiewicz moved to approve Items A through D, seconded by Commissioner Thomas. Motion carried 3-0. A. Continuous Testing Eligibility list for the position of Lateral/Experienced Police Officer that was established on April 26, 2016. B. Continuous Testing Eligibility list for the position of Entry Level Police Officer that was established on May 2, 2016. C. Continuous Testing Eligibility list for the position of Entry Level Corrections Officer that was established on May 9, 2016. D. Reinstatement list for Police Officer that was established on April 19, 2016. 7. Action Items: Chair Zaratkiewicz made a motion to grant permission to start testing for the position of Administrative Assistant I with the weights as listed. The motion was seconded by Commissioner Piecewicz. Motion carried 3- 0. A. Memo dated May 16, 2016 from Chief Thomas requesting permission to test for the position of Administrative Assistant I. The position will be opened in-house first and, if there is an insufficient number of applications received, the position will open externally with restrictions as set forth below. The department requests that the following testing process and weights be applied: a. Written Exam: 30% (70% passing score required) b. Computer Skills: Pass/Fail The department requests that the top 20 applicants from the written exam and computer skills assessments move on to the oral board process. c. Oral Board: 70% (70% passing score required) d. Background: Pass/Fail e. Polygraph: Pass/Fail 8. For the good of the order There was nothing further to come before the Commission. 9. Adjournment Commissioner Piecewicz made a motion to adjourn, seconded by Commissioner Thomas. Motion carried 3-0. The meeting adjourned at 5:43 PM.
