Department: Abstract: S Pubhc\RecordsManagement\Forms\ControctCover\ADCL7832 07/02 MEMORANDUM OF UNDERSTANDING CITY OF KENT AND KING COUNTY FIRE PROTECTION DISTRICT NO. 37 COMMUNITY OUTREACH FUNDING This Memorandum of Understanding is entered into between the City of Kent, a municipal corporation, "City" and King County Fire Protection District No. 37, a municipal corporation, "District" RECITALS 1. The City and District are parties to an Agreement for Fire and Life Safety Services and Joint Operation of Facilities under which the City of Kent Fire Department provides fire protection and emergency medical services within the boundaries of the District. 2. The District has received funding pursuant to an Interlocal Agreement with King County Hospital District No. 1 dba Valley Medical Center. 3. The District intends to use a portion of those funds to provide community outreach services to citizens of the District faced with immediate needs during fire and emergency medical responses. Such services may include purchasing diapers, food, gas or other items to assist citizens facing a temporary and immediate crisis. 4. The District has determined that the expenditure of funds in the manner specified above has a beneficial effect on the District's ability to provide fire protection and emergency medical services by resolving immediate issues in a low cost and proactive manner instead of allowing situations to escalate and develop into situations that result in a greater demand on the District's and City's resources. 5. The District has no existing program or infrastructure to effectively and productively provide such services. 6. The City Fire Department has a line item fund within its General Fund Budget for community outreach and the City Fire Department personnel regularly have a need for expending funds in the manner specified in Paragraph 3. In accordance with the foregoing recitals and the Interlocal Cooperation Act (chapter 39.34 RCW) the City and the District agree as follows: 1. On an annual basis the District shall transfer an amount determined by the Board of Commissioners, in the Board's sole discretion, to the City Fire Department General Fund to be used for community outreach purposes. 2. The amount designated by the Board of Commissioners shall be deposited into the community outreach line item of the City Fire Department General Fund. 1 3. The City agrees that such funds shall be used in a manner consistent with guidelines developed by the City Fire Department for its community outreach program. 4. This Memorandum of Understanding shall remain in effect so long as District funds remain in the City Fire Department community outreach line item or until such time as the Agreement between the parties supersedes this Memorandum.
