Phil,
I have received approval from PSE, Mark Howlett and Eric to proceed with the award of the PSE
undergrounding change order to SCI for the amount they quoted in their proposal, $57,750 ($65,725 including
tax). Please proceed with executing this change order and let me know when we have a date that the work
can begin. We will need to make sure PSE can be on -site for the work and deliver all materials in time.
As you mentioned, we will need to inform the contractor of the contamination on site. Per my previous email
(below), the testing indicates that they are not working in a contaminated area. All excavated soil can remain
on site with the appropriate TESC measures as it will stay there a few months. I have also include the letter
from DOE stating that no soil remediation is needed. If you would like me to discuss the contamination with
everyone, please let me know.

Derek and Carla,
This email is regarding the PSE Schedule 74 trench for the power undergrounding related to the West Hill
Reservoir project. I met with PSE, Phil, and SCI (the contractor working on the Reith Rd. watermain) to get a
price to have SCI perform the trenching work for the undergrounding project. SCI quoted us $65,725 including
sales tax. The Potelco bid for this body of work was $80,033 and did not include vault and conduit installation
which is cost shared 60% PSE/40% City, per the Schedule 74 agreement. When you factor in the proposed cost
sharing, the City would pay $51,502 for the trenching project. (This is of course pending agreement with
Hong/PSE. (I spoke with Hong and Arnie earlier today and PSE is likely to agree with my cost breakout but I am
seeking approval before asking PSE to re -do their cost estimate and project agreement.) I have attached the
SCI proposal with my markup for what PSE should pay.
Phil brought up that the SCI number does not include payment for the PSE inspector or the City inspector
(likely to be the same inspector that Phil is using on Reith Rd. watermain). Coordination with PSE is also not
include in this number. However, I believe that these costs will be less than the—$29,000 the City will save by
going with SCI over Potelco.
Phil also brought up that we have not discussed the arsenic contamination with the contractor. I propose that
we notify them and provide them with the environmental testing report (attached). This report tested three
locations near their body of work and the test results were not exceeding the MTCA cleanup level (20, 20, 15 -
anything over 20 is considered contaminated). Provided they store excavated material on site for the future
contractor to deal with, I do not believe they need to do anything related to the arsenic on -site. Regarding
HAZWOPER-trained individuals requirement, I would assume this is not required because they are not working
in an area exceeding the MTCA cleanup levels. Do you agree with my assessment?
Going forward, I believe we should change order SCI to complete this work. We should notify them of the
arsenic prior to offering the work to them to see if they feel differently than I do. Are we in agreement?
I am presenting the PSE agreement to Council tonight but need to ensure this is not signed as I will include
PSE's new estimate reflecting the decreased cost. Thank you,

Derek and I were discussing the cost of coordination and those are some more good points. I will discuss with him later
today and come up with a plan to proceed.
One more cost savings that we would get from accepting this bid is that PSE would split the cost of conduit and vault
installation 60 PSE/40 City. That is $21,550 total and I believe PSE would pay $12,930 of that. If I am correct on that, that
would mean the City is paying $46,820 for trenching vs the $80,033 that PSE quoted us.
I am taking the PSE agreement to Council tonight with an amount not to exceed the current number from PSE.

There is some saving going this route. I believe the following will still apply:
WSST
Inspection (probably by a consultant)
Time and effort for PSE/Potelco work coordination (possibly after hours work due to the
businesses impacted).
Excluded items - handling of hazardous materials - Is there a chance that this becomes
an issue. We didn't mention this during the onsite meeting.
Cost of onsite PSE inspection
With these items, possibly others, is it worth the effort?
Anyone else have any comments? We need to make sure their conduit quantities are correct or
the cost could escalate quickly.

I have received approval from PSE, Mark Howlett and Eric to proceed with the award of the PSE
undergrounding change order to SCI for the amount they quoted in their proposal, $57,750 ($65,725 including
tax). Please proceed with executing this change order and let me know when we have a date that the work
can begin. We will need to make sure PSE can be on -site for the work and deliver all materials in time.
As you mentioned, we will need to inform the contractor of the contamination on site. Per my previous email
(below), the testing indicates that they are not working in a contaminated area. All excavated soil can remain
on site with the appropriate TESC measures as it will stay there a few months. I have also include the letter
from DOE stating that no soil remediation is needed. If you would like me to discuss the contamination with
everyone, please let me know.

This email is regarding the PSE Schedule 74 trench for the power undergrounding related to the West Hill
Reservoir project. I met with PSE, Phil, and SCI (the contractor working on the Reith Rd. watermain) to get a
price to have SCI perform the trenching work for the undergrounding project. SCI quoted us $65,725 including
sales tax. The Potelco bid for this body of work was $80,033 and did not include vault and conduit installation
which is cost shared 60% PSE/40% City, per the Schedule 74 agreement. When you factor in the proposed cost
sharing, the City would pay $51,502 for the trenching project. (This is of course pending agreement with
Hong/PSE. (I spoke with Hong and Arnie earlier today and PSE is likely to agree with my cost breakout but I am
seeking approval before asking PSE to re -do their cost estimate and project agreement.) I have attached the
SCI proposal with my markup for what PSE should pay.
Phil brought up that the SCI number does not include payment for the PSE inspector or the City inspector
(likely to be the same inspector that Phil is using on Reith Rd. watermain). Coordination with PSE is also not
include in this number. However, I believe that these costs will be less than the—$29,000 the City will save by
going with SCI over Potelco.
Phil also brought up that we have not discussed the arsenic contamination with the contractor. I propose that
we notify them and provide them with the environmental testing report (attached). This report tested three
locations near their body of work and the test results were not exceeding the MTCA cleanup level (20, 20, 15 -
anything over 20 is considered contaminated). Provided they store excavated material on site for the future
contractor to deal with, I do not believe they need to do anything related to the arsenic on -site. Regarding
HAZWOPER-trained individuals requirement, I would assume this is not required because they are not working
in an area exceeding the MTCA cleanup levels. Do you agree with my assessment?
Going forward, I believe we should change order SCI to complete this work. We should notify them of the
arsenic prior to offering the work to them to see if they feel differently than I do. Are we in agreement?
I am presenting the PSE agreement to Council tonight but need to ensure this is not signed as I will include
PSE's new estimate reflecting the decreased cost. Thank you,

Derek and I were discussing the cost of coordination and those are some more good points. I will discuss with him later
today and come up with a plan to proceed.
One more cost savings that we would get from accepting this bid is that PSE would split the cost of conduit and vault
installation 60 PSE/40 City. That is $21,550 total and I believe PSE would pay $12,930 of that. If I am correct on that, that
would mean the City is paying $46,820 for trenching vs the $80,033 that PSE quoted us.
I am taking the PSE agreement to Council tonight with an amount not to exceed the current number from PSE.

Derek and Carla,
This email is regarding the PSE Schedule 74 trench for the power undergrounding related to the West Hill
Reservoir project. I met with PSE, Phil, and SCI (the contractor working on the Reith Rd. watermain) to get a
price to have SCI perform the trenching work for the undergrounding project. SCI quoted us $65,725 including
sales tax. The Potelco bid for this body of work was $80,033 and did not include vault and conduit installation
which is cost shared 60% PSE/40% City, per the Schedule 74 agreement. When you factor in the proposed cost
sharing, the City would pay $51,502 for the trenching project. (This is of course pending agreement with
Hong/PSE. (I spoke with Hong and Arnie earlier today and PSE is likely to agree with my cost breakout but I am
seeking approval before asking PSE to re -do their cost estimate and project agreement.) I have attached the
SCI proposal with my markup for what PSE should pay.
Phil brought up that the SCI number does not include payment for the PSE inspector or the City inspector
(likely to be the same inspector that Phil is using on Reith Rd. watermain). Coordination with PSE is also not
include in this number. However, I believe that these costs will be less than the—$29,000 the City will save by
going with SCI over Potelco.
Phil also brought up that we have not discussed the arsenic contamination with the contractor. I propose that
we notify them and provide them with the environmental testing report (attached). This report tested three
locations near their body of work and the test results were not exceeding the MTCA cleanup level (20, 20, 15 -
anything over 20 is considered contaminated). Provided they store excavated material on site for the future
contractor to deal with, I do not believe they need to do anything related to the arsenic on -site. Regarding
HAZWOPER-trained individuals requirement, I would assume this is not required because they are not working
in an area exceeding the MTCA cleanup levels. Do you agree with my assessment?
Going forward, I believe we should change order SCI to complete this work. We should notify them of the
arsenic prior to offering the work to them to see if they feel differently than I do. Are we in agreement?
I am presenting the PSE agreement to Council tonight but need to ensure this is not signed as I will include
PSE's new estimate reflecting the decreased cost. Thank you,

Derek and I were discussing the cost of coordination and those are some more good points. I will discuss with him later
today and come up with a plan to proceed.
One more cost savings that we would get from accepting this bid is that PSE would split the cost of conduit and vault
installation 60 PSE/40 City. That is $21,550 total and I believe PSE would pay $12,930 of that. If I am correct on that, that
would mean the City is paying $46,820 for trenching vs the $80,033 that PSE quoted us.
I am taking the PSE agreement to Council tonight with an amount not to exceed the current number from PSE.

Attached is SCI's proposal for the PSE undergrounding at the West Hill Reservoir.
There is some saving going this route. I believe the following will still apply:
WSST
Inspection (probably by a consultant)
Time and effort for PSE/Potelco work coordination (possibly after hours work due to the
businesses impacted).
Excluded items - handling of hazardous materials - Is there a chance that this becomes
an issue. We didn't mention this during the onsite meeting.
Cost of onsite PSE inspection
With these items, possibly others, is it worth the effort?
Anyone else have any comments? We need to make sure their conduit quantities are correct or
the cost could escalate quickly.
