We understand that some sloughing and seepage of the right riverbanks between about River Miles (RM) 14.6 and 15.5 was observed after high water flows on the Green River in February 2O2O. GeoEngineers previously provided a Levee Certification for this reach in September 2011 as part of the Briscoe-Desimone Levee conditional letter of map revision (CLOMR) project. We also provided construction support during the modifications made to the adjacent reaches. Our review of this project will be limited to reviewing and commenting on USACE or King County's designs and analyses and assessing potential impacts to the certified levee. We will not be recreating analyses, providing duplicate analyses, or developing alternate designs. Levee certification within the context of this project follows the definition provided in 44 CFR 65.2, which states that "certification by a registered professional engineer or other party does not constitute a warranty or guarantee of performance, expressed or implied. Certification of data is a statement that the data is accurate to the best of the certifier's knowledge. Certification of analyses is a statement that the analyses have been performed correctly and in accordance with sound engineering practices." SCOPE OF SERVICES 7. Perform one site visit to observe the proposed project site. We have assumed that this site visit can be scheduled to coincide with other site visits to Kent. 2. Review existing design and analysis documents relating to the levee and provided to us by City of Kent. We anticipate reviewing project documents at the following stages of design: . Basis of Design Report to include Geotechnical and Hydraul¡c Reports . 3O-percent Design ' 60-percent Design 1101 South Fawcett Avenue, Suite 200 Tacoma, Washington 98402 253.383.4940 GroEra¡r EERSJ/ 4@YEARSßE}2O2O GeoEruarn EERSJ/ City of Kent October 30, 2O2O Page 2 . gO-percent or Final Design For each stage of the review we will prepare preliminary comments and provide them to the City as a draft document. We will discuss the comments with the City via teleconference or in person meeting, as appropriate. We will then consolidate our comments and assessment into a brief letter report or memorandum to the City. 3. Provide additional consultation to the City related to this proposed levee project as required and requested. Deliverables and Deliverable Scfiedule We anticipate that we can provide preliminary comments within two weeks of receiving design documents. r We anticipate that we can provide a final report or memorandum to the City one week after receiving the City's comments. ASSUMPTIONS I Our services only include review of design and analysis provided by others. lf it is determined that work proposed by King County or USACE on the levee would invalidate or otherwise require a revision to the existing levee certification, we will contact the City to discuss options, and receive further direction. r We have assumed that designs will be based on current hydraulic models used for FEMA floodplain mapping. Review of these models will not be required. lf it appears that these models have been revised and will require more detailed review, we will contact the City to receive further direction. r The level of effort for each task of work is limited to the amount of labor and expenses indicated in Exhibit B. These costs are itemized to aid in project tracking. The budget may be transferred between tasks, provided the total contract amount is not exceeded. Additional services beyond these limits and this scope will be considered an additional service. r We understand that our services can be terminated at any time. lf this occurs, we will only expend the additional effort required to organize our files so that the project can be efficiently resumed later and to invoice for the effort completed. r The City's project manager has authority to provide notice to proceed on each phase and approve scope or schedule modifications.
