CALL TO ORDER Mayor Ralph called the meeting to order. 2. Public Recognition i. Employee of the Month Mayor Ralph recognized Alex Ault as the November employee of the month. ii. Lunar Rover Designation of State Historic Landmark Michelle Wilmot, Economic Development Project Manager, provided information on the Lunar Roving Vehicles I, II & III and their designation of State Historic Landmarks. B. Community Events Council President Troutner provided details on upcoming mask distribution events. Mayor Ralph's Report Mayor Ralph provided an update on meetings she is participating in surrounding the use of HB1590 sales tax funds and confirmed that Kent is engaged and supports a regional approach to housing for the homeless and low income residents. Mayor Ralph encouraged everyone to wear masks and practice social distancing to help reduce the transmission of COVID. B. Chief Administrative Officer's Report Chief Administrative Officer Derek Matheson advised that the 2021-2022 Biennial Budget will go before the Committee of the Whole on November 10th and will move to the November 17th City Council meeting for a vote. Matheson provided details on councilmember's budget requests. Matheson's written report is included in today's agenda packet and there is no executive session tonight. C. Councilmember's Reports Council President Troutner serves on the Regional Transit Committee that continues to work on service guidelines for METRO. Councilmember Kaur serves on the Association of Washington Cities Equity Work Group that is working on creating a plan to propose to the Board of Directors that will include legislative agenda goals. Councilmember Fincher serves on the Mental Illness and Drug Dependency Oversight Committee that recently discussed disparities relating to COVID and the BIPOC community. 6. PUBLIC HEARING None. 7. PUBLIC COMMENT City Clerk Kim Komoto read the following public comments into the record: Mike McArdel - a resident of Kent I have been a Kent resident for 40+ years. I have paid property taxes in Kent for 40+ years. I have employed Kent residents for 36+ years. I have voted in Kent for 40+ years. We have a social experiment going on in Seattle right now. City government Kent City Council City Council Regular Meeting Minutes November 3, 2020 Kent, Washington Page 3 of 6 has disrespected, verbally attacked and virtually hamstrung their police force. SPD is experiencing record numbers of retirements, transfers and overall reduction in numbers. Their ability to attract qualified recruits is hampered. This will inevitably result in a reduction in service and a reducti on in safety for their community. A prudent approach would be to observe the results derived in our neighboring community and do not make the same mistakes! Other “experiments” they have tried, like CHOP, have not worked out so well. The citizens of Kent do not deserve to be governed by leaders swayed by the voices of a comparatively few anarchists. You were not elected by these anarchists and you should not be influenced by them. It is your choice. We will observe who you decide to listen to. Support the Blue! Grant Webber (Did not indicate city of residence) Please do not entertain the thought of defunding the police department. With an increasing population and an increase in the crime rate, the last thing we need to do is to defund the police department. Richard Wilkinson - a resident of Kent I would like to address the current discussions regarding “EQUITY”. I am concerned with: • The City’s Administrator reference to the City’s Majority as “The Kent community is majority Black, Indigenous and People of Color”. o I disagree with any policy action that would “lump” multiple ethnic groups and their respective concerns under one umbrella. • Who then is the City’s minority? Do they not need to be included in all policies of “Equity”? We need a much more deliberate effort in defining what the City means by “Equity” and what are the specific issues that it is to address. Also, I do NOT believe that any defunding of Police budgets is in the City’s interest in committing to provide a secure environment from illegal activities. Mr. Wilkinson’s comment Continues on a different subject: Richard Wilkinson, a resident of Kent I request that the Council address the Kent 101 Program in terms of getting it back on-line. The original program was looking for those that “graduated” from the program would be utilized in some fashion to support the City’s functions. I request that: 1. That there be a refresher session for all those that would like to see a Kent City Council City Council Regular Meeting Minutes November 3, 2020 Kent, Washington Page 4 of 6 positive outcome. I consider that the status of the program is “incomplete” and a shame to have wasted attendee’s time. 2. That the various departments be canvassed for opportunities to use the Kent 101 graduates in support of the city’s functions, even under today’s restrictions. I think a little ingenuity could come up with activities consistent with the goals of the Kent 101 program. Regarding for the call to reduce the Police budget, I consider this a very unwise proposal. In fact, I would like to see the budget increased allowing for the hiring of additional officers in this time of civil unrest and increasing criminal activities. Brandy Dollarhide, a resident of Kent I am a resident, work in Kent, former business owner in Kent, raised in Kent and now raising my own family in Kent. I love this city with all my heart and much of that is due to the amazing police department. KPD has always been immediate support when needed for our neighborhoods, for my former business, and everyone in need. They are the reason that I believe Kent rises above other communities because of their professionalism, non-bias treatment and personal commitment to the community as a whole. They make the community a safer place and I can not imagine them being able to do this as well as they do if funding is cut. In my opinion, less police officers would be tragic and take away from all of the reasons we stand out as the wonderful community we do. After watching Seattle I am shocked that this would be something anyone would even consider. I will always suggest more funding for KPD and less would be devastating personally to my neighborhood, area where I work and surrounding businesses. 8. Payment of Bills - Authorize MOTION: Approve the payment of bills received through 10/15/20 and paid on 10/15/20 and approve the checks issued for payroll 10/1/20-10/15/20 and paid on 10/20/20, all audited by the Committee of the Whole on 10/27/20. C. West Hill Reservoir - Kronisch Property Lot Line Elimination - Authorize MOTION: Authorize the Mayor to sign the Lot Line Elimination necessary to construct the West Hill Reservoir on the Kronisch Property, in a form acceptable to the Interim Public Works Director and City Attorney. D. Restrictive Covenant for the South 224th Street Projects Wetland Mitigation - Authorize MOTION: Authorize the Mayor to sign a restrictive covenant on parcel 3830000055, which will guarantee the property’s permanent use as a wetland mitigation site free from development subject to final terms and conditions acceptable to the Interim Public Works Director and City Attorney. E. Beyond Trust Elevated Privilege Manager - Authorize MOTION: Authorize the IT Director to purchase software through the cooperative purchasing agreement the state Department of Enterprise Services has with Insight Public Sector, Inc., a value-added reseller, if those purchases are within the City’s established budgets and made during the term of the state contract, which is in effect through April 7, 2021, or any later contract extension the state may authorize, subject to final terms and conditions acceptable to the IT Director and City Attorney. F. Canon Solutions of America - New MFD - Authorize MOTION: Authorize the Mayor to sign a purchase agreement with Canon Solutions of America, Inc. to replace the City’s existing print, scan, and copy devices, subject to the terms of a cooperative purchasing agreement entered into between Canon and DuPage County, Illinois through “Omnia Partners, Public Agencies,” and to maintain those new devices through September 30, 2023, or such later contract term as the parties to the master cooperative purchasing agreement may agree, subject to final terms and conditions acceptable to the IT Director and City Attorney. G. Accept the Riverbend Driving Range Improvements Phase 1 Project as Complete - Authorize Kent City Council City Council Regular Meeting Minutes November 3, 2020 Kent, Washington Page 6 of 6 MOTION: Authorize the Mayor to accept the Riverbend Driving Range Improvements Phase 1 Project as complete, and release retained funds to Mike McClung Construction Company upon receipt of standard releases by the State of Washington and the release of any liens. 9.
