Call to Order The meeting was called to order at 4:04 p.m. 2. Roll Call Rickie Robinson, Chair Connie Stolpp, Co-Chair Bill Hallerman, Commissioner Selamavit Demssie, Commissioner Mike Heinisch, Commissioner Gina Bellisario, Commissioner Zenovia Harris, Commissioner Zandria Michaud, Council Member Merina Hanson, Human Services Manager Dinah Wilson, Senior CDBG Planner Lori Guilfoyle, Senior Human Services Planner Christine Cain, Human Services Planner Martha Lucas, Guest Absent: Joyce Parry-Moore – Alternate Commissioner Sara Roach, Student Commissioner Vacant, Student Commissioner 3. Changes to the Agenda There were no changes to the agenda. 4. 2019 CDBG Annual Action Plan Amendment Commissioner Robinson motioned to approve the amendment to the 2019 Annual Action Plan. Commissioner Hallerman so MOVED, and Commissioner Harris SECONDED the motion. Motion passed unanimously by a vote of 6-0. 5. CDBG-CV Funding Commissioner Bellisario motioned to recommend CDBG-CV funding for the agencies and programs to help address challenges caused by covid-19. In the event the City determines a subrecipient does not have the organizational capacity to meet compliance measures and successfully carry out an activity, funds may be transferred to another CDBG-CV funded organization doing the same or a similar activity. Motion passed unanimously by a vote of 6-0. 6. Approval of Human Services 2021-2022 Allocations 1. Commissioner Bellisario motioned to recommend funding for agencies and programs for 2021 and 2022, and to allow Human Services staff to assign the fund source. Before CDBG funds are assigned to an organization, all required steps will be followed. Commissioner Harris so MOVED, and Commissioner Stolpp SECONDED the motion. Motion passed unanimously by a vote of 5-0. Commissioner Hallerman abstained from voting on and funds assigned to Catholic Community Services. 2. Commissioner Robinson moved to recommend that the following contingency plan be implemented in the event of an increase or decrease in General Funds for 2021 and/or 2022: If there is an increase in General Funds in 2021 and/or 2022, the Human Services Commission will allocate the funds for emerging needs. In the event of a decrease in General Funds in 2021 and/or 2022, the decrease will be distributed proportionately across programs, with no program going below $10,000. Commissioner Harris so MOVED, and Commissioner Stolpp SECONDED the motion. Motion passed unanimously by a vote of 6-0. 8. Adjournment Commissioner Robinson adjourned the meeting at 4:24 pm.
