The City of Kent EiR Human Services Commission WASH I N G T O N Meeting Minutes January 16, 2003 The meeting of the Kent Human Services Commission was called to order by Chairperson Melvin Tate at 2:30P.M. on Thursday,January 16,2003,in the Mountain View Room of the City of Kent Centennial Building. HUMAN SERVICES COMMISSIONERS PRESENT: 1Vlelvin'Tate,Chairperson Dr.7udy Woods Reverend E H'Park Mike Heiniseh HUMAN SERVICES COMMISSIONERS ABSENT/EXCUSED• Edna White Brad Be11 Perry ltaak Rod Saalfeld HUMAN SERVICES STAFF PRESENT. Kathrin Johnson,Human Services Manager Merina Hanson,Senior Human Services Coordinator Kathleen Allard,Administrative Assistant GUESTS. Lois Maier and Jon Botten from Children's Therapy Center Mr. Botten and Ms.Maier presented a film on the work done by the Center.They shared the story' about a baby born with severe Cerelbal Palsy given up for adoption,then placed into a home with parents who came to the Center for help. The child's mental and physical development was greatly improved with the help from the Children's Therapy Center. He is now a teenager and recently had the honor of carrying the Olympic Torch. Mr Botten also shared informationon the progress of their capital campaign.;that will allow to expand their budding and programs. They have raised $860,000 of their'$1.2 million;dollar goal. Construction is expected to begin in April and Children's The Center will temporarily be housed at First Christian Church until the end of the year. There will b% an auction to benefit Children's Therapy Conter©ri March 29,2003. Tickets are $50.00, which includes dinner.All of . the Commissioners will be invited to attend 1. APPROVAL Ok'NO 'EMBER 2002 MEETING MINUTES There was not a quorum therefore the approval of the minutes will lie done at the next meeting on Februaiy 20`. 2, ELECTION OF 2003 OFFICERS There was not a quorum therefore the election of the new officers will be done at the next ` meeting on February 20`h 3. BUDGET UPDATE The Commission was updated on the State budget presented to the Washington State Legislature by Governor Locke. Concerns with the budget in the areas of health care and the loss of the Long Term Care Ombudsman program, which will result in a deterioration:of the quality of services provided to the elderly and disabled were presented. Staff is also ( concerned with the possible elimination of medical, dental and vision care to parents of children in low-income families who are presently receiving Medicaid. Mental health care services in South King County are already inadequate and further reduction in service levels will:result in impacts on the criminal justice system with increased incidents in child and family abuse. Many of the chronically homeless suffer from mental health problems and need additional services,not fewer. 4 2003 RETREAT The retreat has been postponed to May or June so that the Commissioners will have time to examine the budget cuts on the State and County level. The City Human Services budget by for 2004 would also be known;at this' time,.and COmmissionexS wilt be able to assess the needs for 2U04. 2-.Q3 CORK P�,AN Katherin updated the Commission on the Homeless;Task Force. One of the areas the task . force is addressing is the chronically homeless. Last l�lovember a conuriunity meeting was held involving representatives from the post;office,,library, schools, and local busuitrsses. Task force members asked the participants what the City call do to 4p$isf th9M.. . &R&PW can we work in partatership to address this problem. ` In response to suggestions from the conuxiunity group, staff developed a roferral card that lists resources for ffi j. ,...1 less and .. flyer that provides'in'.orrriation about the homeless for the community ....
