John Hodgson, Director of Parks, Recreation and Community Services Katherin Johnson, Human Services'Manager Judy Bennett, Planner Merina Hanson, Planner Ka#hleen Allard, Secretary OLD BUSINESS APPROVAL OF MINUTES Commissioner Du'clos MOVED and Com hissaQner Roberts SECONDED, . approve the minutes of the .March 15, 2001 and April 19, 2001 meetings; Motion carried. 2002 CDBG Program ' Judy Bennett told the Commiss-oners that on May 8-.- the Parks Committee l. approved the recommendation to accept 2002 Pass throu0h funds from King County. The recommerdat�on was forwarded to City Council on their th consent Galen. -0.n May 15 The Gity Counc..l authorized Mayor U1Lhite to sign the 2002 Pass#hrough Acceptance Form. 1, all Judy Bennett gave the Commissioners a handout outlining their preliminary recommendations for 2002 CDBG funding made of the April 19h meeting: \~ \ a The outline is based on the first estimate for 2002 King County CDBG Pass Through City Funding. It was noted that the actual allocation may change depending on the adoption of the federal budget. The outline includes a contingency plan for an increase or decrease in funding. Commissioner Duclos MOVED to recommend funding for the 2002 CDBG programs, as ` outlined under the motion. Commissioner Scarff , SECONDED this motion. Motion carried NEW BUSINESS 2002 GENERAL FUND There will be`approximately $40,000.00 in additional funding for 2002: The options available, as discussed last'fall; to consider ernergnt needs to the community, or to increase money to each agency according to a formula. Kathern spoke to ;the Commissioners regarding the;Senior Centers' need fior a geriatric counselor She also talked about a DV planner to'help implement the Q� service Systern Plan. This person would be hired #or;no more than three gears and would be placed at'a central locale. One other emergency need is Energy Assistance. There is concern that our senor citizens and low-income families cannot afford the rising cost of energy bills. Ms. Johnson spoke of a possible increase of these funds, based on anew annexation here in Kent, but she could not recommend more than $40,000.00. Staff will solicit proposals from non-profit agencies should the Commission decide to do this. The staff analysis would then be presented to the Commission at the September 20th Commission meeting. Katherin St ated that if the money were to be spread out over the present recipients, it would be about $1200.00 to each agency. Commissioner Duclos stated that would not be enough to really make a difference. Commissioner Raak made a` MOTION to release RFP's for the additional $40,000.00 targeted to geriatric counseling, D.V. Planning, and energy assistance—Commission. er Duclo SECONDED the motion. Motion carried HUMAN IC ES MONTH 2O01 Judy Bennett spoke to the Commission regarding their choice of the elderly for thel focus of Human;Services Month.' Discussion was d% `Qn bridging the gap between` young and old, and the similarities that exis t between.. young people and senior citizens. Further discussion will be held during the September meefing. 1SCUSSIOR OF THE GE.4CY TOUR The Commissioners and staff took a tour of the Children's Home Society, located at 212 5h Avenue South. Commissioner Raak felt his eyes had been opened by this tour. Discussion was held on the cost and sparseness of day care. Commissioner Bell expressed his surprise at the cost of day care and that he felt that this was a state of the art facility. BUDGET CUTS The Commission was informed of possible human service cuts in the King County budget, The Commission will be informed of budget cuts as they happen. Katherin suggested that as more information about the impacts of the cuts on the City of Kent become known the Commission will be able to make decisions as to how to respond to the County.
