APPLICATION CYCLE UPDATE j Katherin Johnson stated that Human Services General Fund initial funding request for $832,253 a decreased and acknowledged that Judy Bennett and Merina Warnstadt completed their review of $821,000 worth of applications within nine days. 220 4[h AVE.SO., /KENT,WASHINGTON 98032-5895/TELEPHONE (253)856-5200 Human Services Commission Meeting Apri127,2000 Page 2'` { Ms. Johnson stated that the Des Moines Food Bank, New Connections and Catholic Community Services Counseling Program did not meet application criteria and were not reviewed for funding approval. Ms. Johnson stated that the Crisis Clinic did not meet the application submittal deadline. Ms, Johnson spoke about the Children's Home Society, DAWN and the HOME,men's shelter funding requests. She stated that Kent Youth and Family Services increased their funding request from $72,000 to $215,000 due to their loss of County WET funding, Ms. Johnson stated that South King County 1Vlultx Service Center requested a decrease funding anti' that the Pregnancy Aid Center requested an increase in funding to cover utlhty cost increases. .. Ms. 7ohnson recommends that the +Commissioners consider interviewing;;Kent Youth; and Family Services,DAVUI*T,tie nevv Ukrainian Community.Center and the Kent Food Bank Ms Johnson'stated that the Corrmissioners Piave been divided into two work groups, with Group Qne including Commissioners Bell, Howell, Jerdresen and White as Clair; and Group Tvvo including `Comrrissioners Duclos Raak, Sarff and Tate as Chair. Ms. Johnson instructed the groups to meet , to ether and brie :their a enc recommendations to the l�Ia 2�:Con�ttrission;meetn , DAWN Ms. Johnson`stated that part of DAWN's restructuring has been under the new Executive Director who has been with the agency for eighteen months, Last year they met their performance measures for the' first time. Staff recently became aware that DAWN's clients have not been able to access service and referral agencies are unable to reach them. Ms. Johnson met with a group of nine cities, United Way and Ding County who mutually agreed to discuss with Dawn the steps the agency is taking to address the concerns. DBG 2001 FUNDING LEVELS Katherin Johnson 'stated' that the Community Development Block' Grant funding estimates total $508,028.00 with a request for funds to be presented to the Planning Committee May 1, 2000. MsI Johnson stated that staff has received$11,758.00 in unspent entitlement money, $30,328,00 in progrT income from home repair loans for a grand total of$550,114.00. Ms. Johnson stated that staff is asking the Planning Committee and City Council to allow $85,5� of funds to be directed for public service. She stated that$78,986.00 will be directed to Plannii Administration salaries leaving'a Capital balance of$385,589.00 to fund the Home Repair prr- with$100,000.00 of these funds to be used for Titusville Station improvements. Ms. Johnson stated that Human Services would become an entitlement program in two years allowing them to receive additional funding. He stated that the City of Seattle and King County is promoting the Safe Harbors initiative to initiate a computer program for shared information between agencies. Ms. Johnson stated that she met with Catholic Community Services, Safe Harbors and South King Co: Multi-Service Center. They mutually agreed that if this program was to occur in South County, they would:need o gather all providers together to express their'concerns and what they would like included as part of this program. Year 2001 Community Development Block Grant Funding Levels Housing and Human Services Planner Carolyn Sundvall said the Community Development Block Grants are HUD dollars passed through King County and down to Kent. There are restrictions on the program in that anything funded with the HUD dollars has to show a benefit to low and moderate income people.
