All but two of the agencies have signed and returned their 1998 contracts. She went over the changes on the contracts and the new requirement this year which is the "outcomes" reporting forms. They may meet in February. Ms Houston Cashman informed the Commission that the different cities could not reach a consensus11 in December regarding Regional Finance and Governance of Human Services. Government Affairs Manager Dena Laurent informed Ms.Houston Cashman that the Suburban Cities have asked for more time to analyze the Human Services part of the first phase package before they decided:if it would be a part of the package. The issue is still on the table. Suburban Cities contracted with a consultant, Anne Fluke, to do an analysis about what it would take to make the Human Services piece work, if it can, what money it would take,and what kind of operating and implementation pieces would have to be in place.
