The Human Services Intern is working on tie collection of data and creation of the consolidated plan. The Plan should be completed by the end of July. I�lEW BUSII�IESS' NEES ASSESSl1'IEIYT FOCUS GROUP. Human Services Intern Trevon Raak handed out copies of a survey geared towards service users for the Commission's review. The CommiSSlon liked the survey and commented on the fact that it was;a nonthreatening form. Raak asked the Commission several questions about the survey and how services are delivered, what services are needed, what the City is doing well, and what strategies the Commission might offer to fill gaps in service delivery. One of the ideas of the Commission was a one-stop human services center that offers child care referrals, financial and food stamp support, employment'services, housing assistance, and other social,services. The facility may house several different human service agencies. Kent's'Human Services Commission does very well and Kent has been'a leader in human services for some time now. The City provides one percent of the yearly general fund budget for human services and funds a broad range of services. WORK ETHICS TASKFORCE Commissioner Sarff as Chair of the Work Ethics Task Force reported that they would meet on August 11, 1999. The purpose of the Work Ethics Task Force is to obtain employment for people and assist them in keeping that em11: ployment. Mr. Clark added a friendly amendment to the motion to take the extra effort to make " contact with all available residents,by whatever means possible. The motion was voted on and passed 3-0, Torn Brotherton moved to cover the signs and cease enforcement of them until the issue is resolved. The motion was seconded by Rico Yingling. Tim Clark stated that the longer the signs are in effect the more those breaking the law would be driven out. He said he would not be in favor of the motion. The motion was voted on and passed 2-1 with Tom Brotherton and Rico Yingling voting yes and Tim Clark voting no. Communi Deelopment Blockratit Inerocal Agreement/Entitlernent Katherin Johnson explained that the City had been notified by the U.S. Department of: ousing and Urban Development(HUD)that it is not on the list for Entitlement because Entitlement status is based on a population of over 50,000 people and HUD does not consider annexations. HUD requires cities to sign an Agreement as a condition;of receiving federal funds which are used to benefit low and modexate income people: The current three year Interlocal Cooperative Agreement with King the erid of 1999.
