Peter brought with him a copy of their 1995 annual report to share with the Commission. KYSF has five major programs. Youth and Family _,._,. Counseling and Substance Abuse was the reason the agency was formed twenty-five years ago in 1970. Mary Loop was the first Director of the agency. It started off as an all volunteer group of people and this past year it surpassed a million dollar budget.' There are 45 people on staff but half are part time. Substance Abuse Services has the least amount of funding. King County Division of Alcohol and Substance Abuse Services cut funding last year. Peter stated that they went from$90,000 to $1,000 to$20,000 This caused the staff to be cut to one director and 1 and half staff..The board is comrrtted to maintaixung the Substance Abuse Services with additional monies thatcome in from the counseling. .. Watson Manor had 53 young women and their children go through the facility last year. Some were successful but unfbitunatel man were not successful. The Outreach Program is a contract with the King County Housing Authority. KYSF provides . service at Cascade, Springwood,Vallie Kee. Last year it served 448 clients. They.served 2,000 clients last year. There are 20 hours of counselors time at the Lighthouse sites. Y Grace Fellowship shelter is closing. People in charge were not listening to CCS regarding necessary rules and procedures; consequently the staff and volunteers were put at risk. The shelter needs to be funded through an agency so it is more structured.
