She noted that ...�..:.�N.�.�...:.... the City of Kent took an exceptional interest in, helping get the shelter program` off 'the ground. The City of Kent gave both 'capitol and operating support to` the shelter program which 'opened in Auqust 1992 . The shelter is a 12 bed facility in one house. The property has three buildngs ;on the site, however, , two 'of the buildings are uninhabitable. Rehabilitation of these two bungs is currently underway. One building will provide space for chldren's activities, group sessions for women,' or other activities that may require privacy away from the main house. The 'second build ng will add nine bed;0 spaces, a' laundry and ad+d: tional storage Rehabilitation of the two buildings dill be complete b the end; of the year, however, DAWN needs additional operating funds to `support the extra bed spade. There is a` great need fcr affordable housing for our low inpome residents of Kent. census data for 1990 .revea1 that 41 percent of our 1.households are low income or below. Of; this 41 ;percent, 21 p.crcent of our; households are low iricQzne and the remaining 20 percent are very low income. ` 1990 census data also reveals:''th%at 9. 11 percent of the Cityts low income residents are paying too much for rent (in excess of 30 percent of their income) , and therefore are I jeopardy of ;losing their housing, ' The need for housing for our low income elderly population is also great. This is evidenced by a housing needs study conducted by the < City in 1989 which revealed that `approximately 370 seniors in Kent are in need of assisted housing. In order to address this need, the City built a 94-unit l% ow-income senior housing project called Harrison House which opened in December of 1992 . Abuse Division to gain a better understanding of the County's funding allocation process. We were able to ascertain that there was a very ;extensive in-depth review .. process involving a citiz n board that as used to make the `funding decisions, I also noted that while South County did not receive any child care . T��,1,r:��, money, based on the Board's policy to only fund on-site child care,`: your agency did receive an increase in the amount of ADATSA funds. It was pointed out o me that South County received more ADATSA funds than any other' area of the county (33% of all ADATSA slots in King County) and almost double the amount' of funding of any other area. ;; Reviewing the information generated by you and King County raised some, concerns for me in other areas I discovered that there currently i. n.. needs assessment available for aiding in making fund n .. Mr. Showstead believes that King County has not allocated to South King County a fair share of the alcohol and drug treatment funding which is available for ' the next biennium.
