Mr. Daniels also reported that the agency runs the following housing programs: 1. r The Nike site' shelter serves the basic emergency housing program. 2. ' The transitional housing program, with three units in Kent, provides up to two years of housing. Motion 'carried. 1995 APPLICATION PROCESS Rachel Johnston distributed` a revised application timeline and pointed out that an application workshop will be held on Tuesday,; April 12, from 2-4 PM at the Kent Senior Center. She also advised Commissioners that ' they can pick up ' their applications on Wednesday, ; April 27. Commissioner agency' affiliations were' compiled in order to avoid possible conflicts in reviewing applications. Susan Ramos and Mat ijea'n Heutmak`er volunteered to;be group leaders. She feels it is important for the Council to know what these groups are contributing. Staff will evaluate the possibility of conducting another survey after the application process is complete. Dee suggested that one or two Commissioners could help 'staff conduct the survey. More residents were served and more units of services were delivered, in 1992 than in 1991. The number of low income : residents receiving services: also increased in 1992 . overall, the City paid more per service unit for personal health services provided in 1992 than in 1991. Currently, the Seattle-King County Department of Public Health contracts with local jurisdictions to provide City residents Personal and Environmental Health Services. The City is billed for the actual services received by its residents. In the future, as part of the Health''Care Reform, the City will no longer contract with the County for these services. The responsibility for providing public health services will transfer from the local and County level to the County level. Again, I want to stress'that I`don't feel that the County's Citizen and Business Advisory group is the appropriate committee to be discussing human services issues. His letter notes that this Group helped ensure that commitments to the human service community were met. To date, this Committee has not discussed human services issues, but the County has indicated that they will be discussed for the first time at the Tune or July'meeting of the Committee. We hope to have some local human services agencies involved in that meeting. These issues need to be addressed early in the process so that mitigating measures are in place when the facility opens. Your letter was informative Ind4i 6ommend the bpunty fox its continued commitment to an open and effective public involvement process. Al11",though I can appreciate the �County's desire to stay on target with the proposed timetable for %the construction of the RJC, timely and direct review of'human service impact issues still needs to b`e addressed `` by the City of Kent and the County. We are optimistic that during the local environmental review process this issue will be thoroughly analyzed. Without belaboring the need for a rational evaluation of short and long term impacts on human services, we feel local human service providers should be directly involved in the development of a meaningful methodology to make this kind of assessment: I myself serve'on the Citizen and Business Advisory.Committee and am not convinced that this subject has been discussed in a timely and correct manner nor am I convinced that this committee is the proper forum to have this issue analyzed. Regarding Kent's application for Urban Center designation under the Growth Management Act, mitigation of the RJC's impact is a separate responsibility requirement.
