4. Changes to the Agenda
5. Housing Framework and Action Plan Outreach
Hayley Bonsteel and Kaelene Nobis presented on Housing Framework and
Action Plan Outreach. The City of Kent executed an agreement with the
Department of Commerce to accept and expend HB 1923 grant funds to be
used for the development of a Housing Action Plan. The development of the
plan has been broken into two phases. Phase I involved the development of
an interjurisdictional collaborative comprised of six partner cities; Kent,
Auburn, Burien, Federal Way, Renton, and Tukwila. This phase resulted in the

completion of a Sub-Regional Framework. Phase II consists of the
development of a Kent-specific Housing Action Plan.
Staff also presented on proposed outreach strategies.
Members had questions and comments about how and when the outreach
will be conducted.
6. Supportive Housing Policy Proposal
Matt Gilbert presented on the Supportive Housing Policy Proposal. The
Coronavirus pandemic and the increasing demand to address homelessness
are realities that are creating demand for new housing uses in Kent. To be
prepared and ensure that these uses integrate well with our community, it is
important that we consider appropriate locations and regulations for these
uses.
Members had comments and questions around the quality and safety of the
structures that will be used for this new housing. There were also questions
about notification to neighboring properties of the City's intentions.
