Rally the Valley Danielle Butsick walked, chapter-by-chapter, through the Rally the Valley Subarea Plan document, touching on economics, industry trends, outreach, urban design, proposed land use and zoning, and proposed development standards. Gwen Allen-Carston asked about outreach to workers (over 300 of whom took an online survey), and Joe O'Toole suggested some access considerations regarding site design standards. Kathi Jones asked about other cities doing similar plans, and Ms. Butsick described some peer cities and inspirational plans, although Rally the Valley is somewhat innovative and does not have any exact equivalents. The three proposals are classified as Proposals A, B, and C. Proposal A: The site consists of 7 tax parcels, which combined comprise 1.82 acres. The site sits on the East Hill, just south of Canyon Drive and west of 100th Place SE near Kent Meridian High School. The current land use designation is Single-Family (8 units/acre) and the applicant requests redesignation to MU (Mixed Use). Proposal B: The site consists of 2 parcels totaling 1.3 acres in size. The site is located on the northwest corner of Kent-Kangley Road and 116th Ave SE, on Kent’s East Hill. Both parcels are designated MDMF(Medium Density Multifamily) and the applicant requests redesignation to MU (Mixed Use). Proposal C: The site consists of 3 tax parcels, of 2.42 acres in size. The properties are located on the corner of SE 256th St and 132nd Ave SE, near northwest point of Lake Meridian. All three parcels are designated as SR-4.5(4.5 units/acre) and the applicant requests redesignation to NS (Neighborhood Services). These efforts modernize the permitting experience for our customers and increase employee productivity. Staff has reviewed procedural requirements related to land use process and public notice procedures. Some simple adjustments to Kent City Code and a new process type can make the work we do easier for applicants to navigate, simpler to administer, and quicker for staff to review by eliminating cumbersome regulations and process-heavy permitting requirements. Staff is proposing to create a new process type, called a minor conditional use permit (CUP), that would be an administrative decision rather than a hearing examiner decision. This would remove cumbersome permitting requirements for land uses that are less likely to have negative impacts, and can be reviewed administratively. The proposal would remove the CUP requirement, or require a minor CUP, for approximately 2/3 of the land uses that currently require a CUP. Some land uses would still be required to have a full CUP due to increased likelihood of significant neighborhood, environmental, or visual impact. The code update also replaces an internal committee approval with an administrative approval for Short Plat, Binding Site Plan, and Design Review permits. The effort also includes efficiency measures that would modernize the approach to public notice boards and mailings, including utilization of the City’s website.
