Changes to the Agenda 5. Comprehensive Plan Land Use Map Amendment Requests 2019/2020 Sam Alcorn presented the three applications submitted by private property owners for amendments to the Comprehensive Plan Land Use Map during the 2019 docket process. All three proposals would change the intended locations to a more commerce/retail friendly zoning. Proposal A: SF-8 to MU, 7parcels, 1.82 acres, near Kent Meridian High School Land Use and Planning Board Land Use Regular Meeting Minutes July 27, 2020 Kent, Washington Page 2 of 2 Proposal B : MDMF to MU, 2 parcels, 1.3 acres, at Kent Kangley & 116th, could be withdrawn due to property owner rescinding approval Proposal C : SF 4.5 to NS, 3 parcels, 2.42 acres, at SE 256th & 132 Ave SE The criteria for review and approval was covered. The members asked questions around: - What kind of establishment would be able to locate to these sites with the new zoning - Is there need for more commercial/retail space - How the zoning changes would change the mostly residential neighborhoods around these parcels, especially Proposal C - What, if any, notice the surrounding public should be given 6. Title 12 and 15 Process Amendments Kaelene Nobis has been working on identifying efficiency measures, technology gaps, and opportunities to update existing procedures and permit software. These efforts modernize the permitting experience for our customers and increase employee productivity. Staff has reviewed procedural requirements related to land use process and public notice procedures. Some simple adjustments to Kent City Code and a new process type can make the work we do easier for applicants to navigate, simpler to administer, and quicker for staff to review by eliminating cumbersome regulations and process-heavy permitting requirements. Analysis of land use procedures and other cities’ codes found four areas for improvement: - Conditional use permits (CUP) - Committees for land use approval - Public notice procedures - Internal consistency Questions and discussion centered around maintaining strict review practices, the distinction between a minor and standard CUP and improvements to Notice Boards. 7.
