Revisions include additional coordination with Puget Sound Energy (PSE) to revise PSE’s design; site plan revisions to modify the fence line, grading, tree removal, and underground power routing; preparation of electrical details, including utility pole installation, overhead cable connections, and pole-mount transformer mounting; transformer sizing calculations and coordination with pole-mount transformer manufacturers to obtain product information and pricing; and preparation of specifications for the pole-mount transformers, utility pole, and overhead cable connections. The City also has requested that RH2 provide assistance during bidding of the project. Tasks will include responding to questions from bidders and preparation of bid addenda. Task 4 – Overhead Primary Power Design Objective: Prepare updates to the plans and technical specifications to revise the underground utility primary power service design to an overhead primary power service. Approach: Provide PSE Coordination – Provide additional coordination with PSE so that PSE can revise its design from an underground primary power service and pad -mounted primary metering cabinet, as currently shown on the plans, to an overhead primary power service connection that will maintain the existing overhead primary power service and pole-mounted primary metering cabinet. Prepare Updated Site Plans – Update both the civil and electrical site plans. The primary metering cabinet will be removed from the plans and the fence line and grading around the primary metering cabinet will be reverted back to its original layout. Update plans to show tree removal around the utility pole. Revise the underground power service to originate at the City- owned utility pole instead of PSE’s utility pole. Prepare Electrical Details – Prepare electrical details for the replacement of the existing City-owned utility pole, terminating PSE’s overhead cable at the utility pole, the cable transition connections at the top of the pole, and mounting the pole-mount transformers. Update transformer sizing calculations based on using pole-mount transformers. Coordinate with pole-mount transformer manufactures to obtain product information and pricing. City of Kent Exhibit A – Scope of Work Clark Springs Generator and Electrical Upgrade Amendment No. 2 2 8/5/2020 1:54:35 PM J:\DATA\KEN\119-142\00 CONTRACT\AMEND NO. 2\PSA_SOW_CLARK SPRINGS ELECTRICAL AND STANDBY GENERATOR UPGRADES_AMENDMENT NO. 2.DOCX Update Technical Specifications – Prepare updates to the technical specifications to include updating the electrical utility service section and the addition of pole -mount transformers and cable connection and termination components at the utility pole. Update Construction Cost Estimate – Update the construction cost estimate based on the primary power service updates. Assumptions: • Refer to the attached Fee Estimate (Exhibit B) for an estimate of staff hours required for design tasks. Revisions due to changes in design criteria after those elements have been designed will require a Scope of Work and Fee Estimate amendment. RH2 Deliverables: • Updates to 100-percent design drawings in electronic (PDF) format. • Updates to 100-percent specifications in electronic (PDF) format. • Updates to 100-percent construction cost estimates in electronic (PDF) format. Task 5 – Services During Bidding Objective: Provide technical assistance to the City during project bidding. Approach: Respond to Bidder Questions – Respond to bidders’ technical questions, as needed, during the bidding process. It is assumed that the City will respond to procedural questions. RH2 will not coordinate directly with bidders; RH2 will receive bidder questions from the City and respond via the City. Prepare Project Bid Addendum – Prepare up to two (2) addenda in electronic format for the City to distribute to the plan holders. Assumptions: • In the event the City prefers hard copies of bid sets for prospective bidders, these can be prepared by RH2 and provided to the City using our current Schedule of Rates and Charges. • The City will publish and pay for the advertisement in the required newspapers. • The City will receive all bidder questions and record them for forwarding to RH2 at the City’s discretion. • The City will conduct the bid opening, and it is assumed that RH2 will not attend. • The City will review all other elements of the bid proposals, as it deems appropriate. • The City will be responsible for bid award and construction contract execution. Provided by City: • Advertisement for bid.
