CALL TO ORDER Mayor Ralph called the meeting to order. 2. AGENDA APPROVAL Chief Administrative Officer, Derek Matheson added an Executive Session to discuss pending litigation that is expected to last 30 minutes. A. Move to approve the agenda as amended. Public Recognition Mayor Ralph presented a proclamation for "Gay Pride Month" and "Juneteenth 2020." Councilmember Fincher recognized Keliesha Lovelace, D.J. Marin and Jamel Pillard for organizing the recent peaceful protest march. Mayor Ralph thanked the community and local service clubs for their contributions and volunteering during the second large-scale food donation event held at the Kent Station. Community Events None C. Public Safety Report Chief Padilla provided details on the peaceful protest and March and recognized Kelisha Lovelace and Kendrick Glover from Glover Empowerment Mentoring. Chief indicated the Kent Police Department was asked to participate and assist with the planning efforts. There were no incidents during this march. Chief Padilla apologized to Kent businesses and residents for the impacts they felt due to the lengthy street closures. Chief Padilla expressed his appreciation of Kent Police Department staff, the Valley Civil Disturbance Unit, multiple surrounding police agencies, Emergency Management staff and various other city officials and staff for their participation and work during the event. Chief Padilla provided details on police reform initiatives as follows: 1. Defund the Police Department 2. Require De-escalation 3. Ban Chokeholds 4. Establish National Use of Force Reporting System 5. Requires that Officers Exhaust all other options prior to using Deadly Force 6. Give a Warning Prior to Using Deadly Force 7. Follow a Use of Force Continuum 8. Prohibit from Shooting at Moving Vehicles 9. Do away with Qualified Immunity for Officers 10.Require Body Worn Cameras 11.Establish a Duty to Intervene 12.Review Use of Force Policies Chief Padilla introduced the United message from the Valley Chiefs in response to the death of George Floyd and their public stance against what happened. Our commitment to make the improvements and stand against hate and racism. Chief Padilla provided details on the use of force statistics for the Kent Police Department. 5. REPORTS FROM COUNCIL AND STAFF A. Mayor Ralph's Report Kent City Council City Council Regular Meeting Minutes June 16, 2020 Kent, Washington Page 3 of 5 Mayor Ralph attended the South County Area Transportation Board. There was a joint presentation regarding potential transportation funding that may become available through stimulus funding from the federal government. The CEO of Sound Transit, Peter Rogoff gave an update on the Sound Transit projects, including the Federal Way Link Extension project that is now moving forward. Mayor Ralph requested the second downtown parking garage continue to move forward as a priority. Finally, the board heard a presentation from Diane Carlson, from King County Metro regarding their reprioritization due to reduced revenue due to COVID- 19. B. Chief Administrative Officer's Report Chief Administration Officer, Derek Matheson advised that, along with the Police Department, City staff is working through various equity initiatives. The leadership team will participate in a retreat to evaluate initiatives already in place and will work through short-term, medium-term, and long-term measures to implement. Additionally, the team will discuss how to involve the council and engage them in the process. Matheson's written report is in the packet and there is an executive session to discuss pending litigation and is expected to last 30 minutes with no action following. C. Councilmember's Reports Council President Troutner provided a recap of the two workshop presentations tonight that included a Parks Planning and Construction Update and the South King Housing and Homelessness Work Plan and Update. Council President Troutner advised that tonight's workshop was broadcast on all Kent's social media platforms and moving forward, all workshops will be broadcast. Councilmember Michaud serves on Kent's Human Services Commission that is currently going through the grant process and evaluating applications with equity in mind. Councilmember Fincher serves on the King Conservation District Board that is completing work on the Annual Report and 2015-2019 Summary. 6. PUBLIC HEARING A. Public Hearing on the Resolution Adopting the 2021-2026 Transportation Improvement Program - Adopt Mayor Ralph provided a brief overview of the public hearing. Kent City Council City Council Regular Meeting Minutes June 16, 2020 Kent, Washington Page 4 of 5 Mayor Ralph opened the public hearing on the 2021-2026 Transportation Improvement Program. Senior Transportation Engineer, April Delchamps presented details on the 2021-2026 Transportation Improvement Program. There were no questions from Council. There were no public speakers, nor were there any written comments submitted. Council President Troutner moved to close the public hearing, seconded by Councilmember Thomas. The motion passed unanimously with a vote of 7-0. MOTION: Adopt Resolution No. 2014, adopting the 2021-2026 Six-Year Transportation Improvement Program. RCO Grant Applications Authorizing Resolution - Adopt Kent City Council City Council Regular Meeting Minutes June 16, 2020 Kent, Washington Page 5 of 5 MOTION: Adopt Resolution No. 2013 authorizing the submittal of grant applications #20-1491, #20-1254 and #20-1263 to the Washington Recreation and Conservation Office to assist with funding the acquisition of property at Upper Mill Creek Canyon and with renovating Kent Memorial Park 9. OTHER BUSINESS None. 10. BIDS A. West Fenwick Park Renovation Project Bid - Award Parks, Planning and Development Manager, Terry Jungman provided details on the West Fenwick Park Renovation Project Bid and recommended awarding the bid to Terra Dynamics, Inc. MOTION: Award the West Fenwick Park Renovation project to Terra Dynamics, Inc. in the amount of $3,169,100 (including Washington State Sales Tax), and authorize the Mayor to sign all necessary documents, subject to final terms and conditions acceptable to the City Attorney and Parks Director. EXECUTIVE SESSION AND ACTION AFTER EXECUTIVE SESSION A. Current or Potential Litigation, as per RCW 42.30.110(1)(i) At 8:45 p.m. Council went into executive session. At 9:15 p.m., executive session was extended for 15 more minutes. At 9:30 p.m., Council reconvened into open session. 12. ADJOURNMENT Mayor Ralph adjourned the meeting.
