II. PRESENTATIONS
1 Parks Planning and Construction Update Brian Levenhagen

Deputy Parks Director, Brian Levenhagen presenting information on the Parks
Planning and Development division of the Parks Department.
Parks Planning and Development is responsible for public outreach, design,
permitting, bidding, construction administration and closeout of all major
parks projects. It manages grant applications, handles land acquisition and is
composed of a staff of four.
In 2016, the City Council adopted the Park and Open Space Plan which
directly aligns with the City's Comprehensive Plan, and emphasized the
following goals:
· Quality Public Spaces
· Performance-based approach
· Transformation through reinvestment
· Sustainable funding
Levenhagen reviewed details of the performance-based level of service
transformed the way Kent looked at its park system. The new performance-
based level of service showed us that without dedicated funding for parks'
capital, parks' level of service would continue to consistently decline. This is
where the plan's goal for sustainable funding was key and we've since
achieved this via B&O tax revenue.

Levenhagen advised what funding sources we are currently using for our
Parks Capital budget and why sustainable funding is so important. The Parks
Capital Budget pays for debt service, parks operations major maintenance,
park planning and development staff/operating costs, major parks projects
and land acquisition.
Details were provided on how COVID-19 has impacted the Parks Capital
Budget.
Parks Planning and Development Manager, Terry Jungman presented the
2019 accomplishments, including the drainage improvements at the Service
Club ballfields, improvements to the Lake Meridian Bathhouse, the YMCA and
Morrill Meadows project and the Meridian Glen Park renovation.
Jungman provided extensive details on the 2020 current projects, including
the Riverbend Driving Range Expansion Project, the West Fenwick Park
Renovation Project that also includes the installation of the Chutes and
Ladders-themed playground, Kent Memorial Park Renovation Project,
Kherson Park renovation Project, Springwood Park Master Plan, Salt Air Vista
Park Renovation Project, Van Doren's Park Relocation/Levee Lower Russell
Phase 2 Project, and the Green River Levee signature Pointe.
Jungman advised that Parks Planning and Development also coordinates
work with Parks Operations, Public Works, and Economic and Community
Development.
Next steps include:
· Completion of Park Impact Fee study,
· Hire consultant to start the planning process for the 2022-2027 Park and
Open Space Plan Update and complete the 2021-2026 6-year CIP plan as
part of 2021-2022 budget process

Parks and Human Services Manager, Merina Hanson provided an introduction
for the South King Housing and Homelessness Partners and indicated SKHHP
is a partnership of 10 jurisdictions to enable South King County to work
together and share resources in order to effectively address affordable
housing and homelessness.
SKHHP Executive Manager, Angela San Filippo presented details on the work
of SKHHP. The purpose is to increase available options for South King county
residents to access affordable housing and to preserve the existing affordable

housing stock.
South King Housing and Homelessness Partners provides a unified voice for
South King County, develops shared solutions for regional housing needs,
keeps our neighbors in the region and in their homes and serves our most
vulnerable residents.
San Filippo reviewed SKHHP's work in 2019 and the 2020-2021 work plan
and 2021-2022 budget.
Details were provided regarding the 2020-2021 work plan governance and
administration and outcomes, policy and planning and outcomes, outreach
and education and outcomes.
SKHHP is proposing to maintain the 2019 funding through 2020.
Likely scenarios from COVID-19 pandemic includes cost burden rises,
disproportionate impacts, renters and owners face evictions/foreclosures at
the end of moratorium, and existing affordable housing units are at risk if
they have a foreclosure, immediate crisis response pulls attention from long-
term needs, funding sources uncertain during recession.
