(HII) to provide professional services to the City of Kent for evaluation, planning, and implementation for the Kent Station Project. The following outlines the proposed Scope of Services to be conducted by HII: • Evaluate various proposed agreements related to Kent Station and adjacent parcels. • Evaluate alternative development scenarios the Kent Station Project and adjacent real estate. • Assist in preparation of the Master Plan. • Assist in determination of most appropriate park space within Kent Station. • Work with City staff to develop computer models and methodologies to evaluate the economic and fiscal impacts of various proposals and components of the Kent Station project. • Assist in the creation of various public/private partnership structures. • Assist in the negotiation of a Memorandum of Understanding (MOU) and development agreement(s). • Participate in presentations and meetings as requested by City staff and Council including public participation process. Martin September 15, 2001 Page Two A not-to-exceed budget of $25,000 has been established for continuing work on this phase of the Kent Station project. This estimate does not include direct expenses. Our subsequent contracts for the predevelopment process will be part of a larger package of Kent Station project consultants. It is anticipated that all work on the predevelopment process will be completed by January 15, 2002. As in all of our work, the City will be billed only for actual professional, technical, and administrative time at the frrm's normal billing rates, plus requests for compensation for direct expenses. The hourly rates for the HII personnel who will assist the City are as follows: Donald Hunter $235 Geoff Graham $175 Ernie Bleinberger $175 Direct expenses are billed at cost, without a mark-up or management fee. Bills are rendered monthly and are expected to be paid within 30 days in order to avoid interest penalties and collection costs. The firm carries normal liability and Workers' Compensation insurance for firms of our type, and agrees to hold harmless from any liability associated with this work the City of Kent, its elected officials, and employees.
