DEPARTMENT PRESENTATIONS A. PSERN End User Service Level Agreement with King County - Authorize City of Kent Police Chief, Rafael Padilla spoke about the Puget Sound Emergency Radio Network End User Service Level Agreement with King County and indicated that approving this agreement is a part of the implementation of this radio network. This user agreement between agency radio users and King County is intended to ensure that expectations and requirements for equipment management and participation in the radio network are clear and that agency radio users meet necessary maintenance Kent City Council - Committee of the Whole Committee of the Whole - Regular Meeting Minutes February 25, 2020 Kent, Washington Page 2 of 4 and network participation standards that will support the successful functioning of the Puget Sound Emergency Radio Network. MOTION: Authorize the Mayor to sign the Radio End User Service Level Agreement with King County as part of the implementation of the Puget Sound Emergency Radio Network. RESULT: RECOMMENDED TO COUNCIL BY CONSENSUS Next: 3/3/2020 7:00 PM B. Transportation Master Plan Performance Metrics - Adopt Senior Transportation Planner, April Delchamps presented the Transportation Master Plan Performance Metrics and detailed how each metric is aligned with the Transportation Master Plan goals. Delchamps also reviewed the development performance process and how the City got to this point in recommending to Council the adoption of the performance metric criteria and technical descriptions as previously discussed. She indicated that this is a critical piece to moving the needle to make the City more connected to transportation. In the coming weeks, Delchamps indicated that she will be back to introduce the financial plan in regards to this. MOTION: Adopt the Transportation Master Plan Performance Metrics. INFO ONLY: Public Works Update - Green River Levees Public Works Environmental Engineering Manager, Mike Mactutis provided an update on the Green River levees. The recent storm event in early February was discussed at length. A number of graphs were provided showing the amount of time the Green River was at or above flood stage during this storm event and how close some roadways were from being severely impacted. Lower Russell Road levee was discussed, and images were shown depicting what a failed levee looks like. Though it is concerning, the City continues to watch it and has plans to address the issues in the c oming years. Mactutis indicated that he has only seen the Howard Hanson Dam reservoir inflows this high one other time during his career. However, Mactutis also made mention that flood season is now over. Consultant Services Agreement with GeoEngineers, Inc., for the Signature Pointe Levee - Authorize Public Works Environmental Engineer II, Stephen Lincoln spoke about a Consultant Services Agreement with GeoEngineers, Inc. for work on the Signature Pointe Levee. He indicated that this is a continuation of a presentation heard earlier this year. This Consultant Services Agreement is strictly for the design aspect of the project. MOTION: Authorize the Mayor to sign a Consultant Services Agreement with GeoEngineers, Inc. in an amount not to exceed $812,670 for preliminary design of the Signature Pointe Levee project, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. INFO ONLY: Economic and Community Development Report - The Bridges Economic and Community Development Deputy Director, Matt Gilbert provided an update on annexation and de-annexation of The Bridges neighborhood. This section of Kent is considered an "island" that is located in Auburn about 1/3 mile south of the Kent-Auburn city line and was purchased back in 1987. Councilmember Thomas indicated that this portion of Kent is important to him, and the people that reside there are necessary to increase the population of the City. Councilmember Boyce and Larimer discussed the desire of the residents of this neighborhood to be annexed into the City of Auburn. Mayor Ralph also spoke in regards to the residents in this neighborhood and what their needs and wishes are. Gilbert discussed the many moving parts in regards to a annexation as well as an overview of the whole annexation process as it would apply to this piece of land. He indicated the City of Auburn is being very methodical about moving forward on annexing this piece of land bu t is hopeful that things will be wrapped up in 2020. F. Amendment to Lifewise Assurance Company Contract for Medical Stop Loss Insurance - Authorize Human Resources Manager, Laura Horea presented Amendment No. 11 to the City's contract for the stop loss insurance with LifeWise Assurance Company for one year. The stop loss policy provides added coverage to the City for individual medical claims exceeding $200,000 per employee or dependent for each calendar year. All medical costs exceeding this amount per enrollee per year will be reimbursed to the City under this policy. Horea noted, typically the amount received in stop loss reimbursements annually exceeds the premiums paid for the policy. MOTION: Authorize the Mayor to sign Amendment No. 11 to the City’s contract for stop loss insurance with LifeWise Assurance Company for one year, subject to approval of final terms and conditions acceptable to the Human Resources Director and City Attorney.
