HomeMy WebLinkAboutIAG2019-005 - Other - South King Housing and Homelessness Partners (SKHHP) - Authorizing City of Kent to Issue & Manage a Contract on Behalf of Participating Cities.SKEN: South King Housing and Homelessness Partners To: City of Kent Representative CC: Cities of Auburn, Burien, Federal Way, Tukwila, and Renton From: SKHHP Executive Board Date: January 24, 2020 RE: SKHHP to act as fiscal agent for Sub -Regional Housing Needs Assessment PURPOSE: To authorize the City of Auburn, as the fiscal agent for SKHHP, to act as the fiscal agent for a Sub -regional Housing Needs Assessment funded by grants awarded by the Washington State Department of Commerce. SUMMARY: The six cities of Auburn, Burien, Federal Way, Kent, Tukwila, and Renton (participating cities) have each received grant funding from the Washington State Department of Commerce for a Regional Housing Action Plan under Engrossed Second Substitute House Bill (E2SHB) 1923. The cities have agreed to pool some of their grant funds to jointly fund a Sub - regional Housing Needs Assessment ("Joint Project"). Each city has agreed to allocate $20,000 of their grant award to the Joint Project, for a total amount not to exceed $120,000. This Joint Project furthers the objective of the South King Housing and Homelessness Partnership (SKHHP) Interlocal Agreement (ILA), and will be handled as a project under the SKKHP ILA. SKHHP authorizes the City of Kent to issue and manage a contract on behalf of the participating cities for the Joint Project. The City of Auburn, as the fiscal agent for SKHHP, shall act as the fiscal agent for the Joint Project. Consultant invoices will be submitted no more frequently than monthly with a copy to the City of Kent for administrative approval, and a copy to the City of Auburn for payment. Invoices shall be made out to the City of Auburn for billing purposes. After receiving Kent's approval, the City of Auburn will invoice each of the participating cities in equal amounts for their 1/6th share of the Consultant's invoices, not to exceed $20,000 per city. Each participating city shall individually seek reimbursement from the Washington State Department of Commerce per each city's grant contract. The Joint Project is anticipated to be completed by July 31, 2020.
