By and Between
The City of Kent and Teamsters Local 117
The parties have met and discussed the Union's request that the City voluntarily
recognizes the Union as the sole exclusive bargaining representative of the Control
Center Technician position in the Public Works Operations Division of the Public Works
Department.
Effective January 1,1999, the City is willing to voluntarily recognize the Control
Center Technician position to be represented by the Teamster bargaining unit under the
following conditions:
1. The salary range for the Control Center Technician is established at a TM30
(Step E for 1999 - $3,969 per month) under the Maintenance Technician
classification of the Teamster contract.
2. Management staff shall have the right to operate the control center systems
without being construed as having performed "union work". Management shall
continue to have access to the control center systems to perform control center
functions to maintain their skill level.
3. It is understood that a review of the distribution of job duties, which may affect
this position, has been in progress within the Water Division prior to the Union's
request for voluntary recognition. Changes in job duties to the Control Center
Technician position will be as a result of this division reorganization only.
Recognition of this potential organizational change does not waive the Union's
rights to appropriately represent the position.
4. Both parties also agree that any change in organizational structure, management
activities or representation status of this position will not affect any qualified
member's opportunity for call outs or overtime relating to the Control Center
operations.
This memorandum of understanding fully incorporates the parties' understanding
with regards to the voluntary recognition of the Control Center Technician position in the
Public Works Operations Division of the Public Works Department.
